To ensure the effective implementation of land use planning, the Provincial People's Committee has approved the 2025 land use plan for localities within the province. This contributes to bringing land management into order, while simultaneously maximizing land use efficiency and creating important resources to serve the socio -economic development of the province in the new phase.
In addition, the process of land allocation, leasing, extension, and reclamation is closely monitored to ensure compliance with legal regulations and suitability to the practical implementation of projects; clearly demonstrating the viewpoint of both creating favorable conditions for legitimate investors and resolutely handling cases of violations and delays in putting land into use. Currently, the province is leasing land to 42 organizations with a total area of 990.53 hectares; allocating land to 34 organizations with an area of 189.97 hectares; and extending land use rights for 42 organizations with an area of 292.64 hectares, including 6 organizations whose land use rights were extended for 24 months according to Clause 8, Article 81 of the 2024 Land Law. At the same time, the province has reclaimed land from 10 organizations with an area of 75.28 hectares. Timely adjustments should be made to land allocation and lease decisions, and project operating periods should be extended to resolve difficulties and obstacles for residential and urban area projects after investment policy adjustments.

In exploiting land resources, the Provincial People's Committee proactively submitted to the Provincial People's Council for promulgation many important resolutions approving the list of projects requiring land acquisition; the conversion of land use from rice cultivation and production forest land; and the adjustment of project areas, land acquisition areas, and land use conversion for some projects. These resolutions, issued continuously in batches throughout 2025, promptly met practical requirements, created a legal framework for the implementation of key projects, and minimized the situation of "stalled" land and inefficient land use. Simultaneously, the Provincial People's Committee also submitted to the Provincial People's Council for approval the list of land areas for bidding on investment projects using land, contributing to increased transparency, competitiveness, and efficient exploitation of land value.
Recognizing the importance of long-term planning, Quang Ninh province also requires its departments, agencies, and the People's Committees of communes, wards, and special zones to proactively propose adjustments and additions to land use needs up to 2030, with a vision to 2050. This is an important basis for adjusting the National Land Use Plan as directed by the Ministry of Agriculture and Environment , ensuring synchronization between national and local planning, avoiding overlaps and waste of resources.
In particular, Quang Ninh province has established a task force to review slow-progressing and legally violating projects in the province, according to Decision No. 2916/QD-UBND dated July 24, 2025. Through this review, the province focuses on resolving difficulties and obstacles for capable investors, while resolutely revoking slow-progressing and legally violating projects, preventing land speculation and profiteering. This approach not only sanitizes the investment environment but also ensures the economical and efficient use of land resources.
Alongside land fund management, the Provincial People's Committee has paid special attention to the determination and appraisal of land prices. This has created a solid legal basis, ensuring transparent land valuation that closely reflects market fluctuations and complies with the Land Law and its guiding decrees. Simultaneously, the establishment of land valuation councils at all levels, along with strengthened inspections and post-audits, has contributed to enhancing independence, objectivity, and timely correction and handling of organizations and individuals responsible for errors in land valuation.
In addition, the province is accelerating the construction of a land database and promoting digital transformation in land management. Strengthening the acceptance of land registration applications and the issuance of land certificates through online public services at level 4 not only shortens processing time and reduces costs for citizens and businesses but also enhances the efficiency of state management and limits negative occurrences.
With comprehensive, decisive, and systematic solutions, the Provincial People's Committee is gradually overcoming bottlenecks, preventing waste and losses in land management and use, ensuring that land truly becomes an important resource, effectively exploited to serve the goal of rapid and sustainable development of the province in the coming period.
