In 2025, Quang Ninh province aims to achieve a state budget revenue of 57,303 billion VND, an increase of approximately 10% compared to 2024. To achieve this goal, the province has promptly issued resolutions on socio-economic development in 2025. Specifically, the Provincial Party Committee issued Resolution No. 31-NQ/TU on the direction and tasks for 2025, with the theme "Breakthrough in economic development, creating momentum for the new term"; the 14th Provincial People's Council issued Resolution No. 237/NQ-HĐND on the direction and tasks for 2025, setting many high and groundbreaking goals and targets.
Since the beginning of the year, despite the complex and unpredictable global and regional economic and political situation, and the domestic context with many intertwined favorable and challenging factors, thanks to the close management and direction of the province, along with the efforts of departments, agencies, localities, and the business community, the province's socio-economic development has remained stable, closely adhering to the set growth targets.

Particularly in August, the province commenced and inaugurated many construction projects to celebrate the August Revolution and National Day on September 2nd. Among them, Quang Ninh province was honored to have three projects contributing to the national-level celebration of National Day: the Ha Rang Expansion Underground Mining Project of the Vietnam Coal and Mineral Industry Group; the social housing project in the Ngan Hang Hill residential area in Ha Long and Ha Lam wards by the joint venture of Global Financial Investment Consulting JSC and Hanoi Housing Investment and Development Company No. 6; and the factory producing speakers, headphones, and smart electronic devices by Tonly Electronics Industries (HK) Limited in Dong Mai Industrial Park.
In addition to the three projects selected by the Central Government for commencement and inauguration, Quang Ninh province also selected dozens of projects and works that meet the conditions for commissioning, operation, and exploitation, and held ribbon-cutting ceremonies to celebrate National Day on September 2nd. This aims to create momentum to further boost Quang Ninh's socio-economic development in the remaining months of 2025 and the following years.
Thanks to flexible, creative, and timely leadership and management in resolving difficulties and obstacles for people and businesses, the province's socio-economic development continued to maintain stable growth in the first eight months. Total state budget revenue for the first eight months is estimated at VND 47,093 billion, reaching 111% of the nine-month target, 85% of the central government's annual budget estimate, and 82% of the provincial government's annual budget estimate, an increase of 26% compared to the same period last year. Of this, revenue from import and export activities is estimated at VND 11,600 billion, reaching 88% of the nine-month target; domestic revenue is estimated at VND 35,476 billion, reaching 121% of the nine-month target, 94% of the central government's annual budget estimate, and 90% of the provincial government's annual budget estimate, an increase of 44% compared to the same period last year. Thirteen out of sixteen revenue items achieved the average collection rate for the first eight months, including major items such as: revenue from centrally-managed enterprises; revenue from foreign-invested enterprises; personal income tax; various fees and charges; revenue from granting mining rights, airspace and maritime rights; land use fees; land lease fees, etc.
Therefore, from now until the end of the year, to achieve the budget revenue target of 57,303 billion VND, Quang Ninh still has approximately 10,210 billion VND to collect. This is not an excessively large pressure, but it requires the province and its departments, agencies, and localities to continue to show even greater determination, because the economic situation at the end of the year also faces challenges from international policy fluctuations, as well as the impact of new mechanisms and policies...
Quang Ninh's socio-economic development in the first eight months of 2025 achieved many positive results in most areas. To achieve the targets set for the whole year, Quang Ninh is determined to maintain its growth momentum, focusing on renewing traditional growth drivers and promoting new growth drivers, thereby making a positive contribution to achieving the national GDP growth target of 8.3-8.5% in 2025 as set by the Government.
