On April 28, 2026, the Provincial People's Council issued Resolution No. 03/2026/NQ-HĐND stipulating the policy on legal aid for ethnic minorities in disadvantaged areas for the period 2026-2030. This unique policy of Quang Ninh is a continuation of the initiative implemented since 2022, covering 126,860 people in ethnic minority, border, and island areas. Of these, 49,416 people are eligible for legal aid. Over the past three years, 198 cases involving 198 individuals within the covered area have been received and provided legal assistance, a 25-fold increase compared to before. Actively participating in the assistance team are legal aid providers who are close to and understand the needs of the people.
According to data from the Provincial State Legal Aid Center, from the beginning of the year to the end of May 2026, the Center handled 132 cases for 132 individuals, with the majority (130 cases) involving litigation. The cases were primarily criminal (123 cases), civil (6 cases), and administrative (1 case). Compared to the same period last year, the total number of cases handled increased sharply by nearly 63%. For example, criminal cases involving minors, land disputes, and civil matters in the locality were all promptly handled by the legal aid assistants. This requires the team of legal aid assistants to be more active and flexible.

At the Inter-Agency Headquarters No. 4, a separate reception room with highly qualified staff is provided. Sensitive cases requiring confidentiality, such as those involving women or children who are victims of abuse or domestic violence, are accepted. The private space and the empathetic listening of the support staff help victims alleviate their fear and feel comfortable detailing their cases to find the best possible protection.
Legal aid services have also achieved higher efficiency thanks to the close coordination mechanism between the Center and the prosecuting authorities. All individuals eligible for legal aid, including those detained, arrested, or accused in criminal cases, as well as parties involved in civil cases, are promptly notified to the Center by the police and courts. Legal aid providers actively study case files to present incisive arguments in court. As a result, 100% of the public's needs are met, and the public is completely satisfied with the service, with no complaints arising regarding the quality of legal defense.
Recalling a case she handled in 2022, lawyer Pham Thi Lan of Binh Minh Law Firm, a collaborator with the Provincial State Legal Aid Center, recounted: “I once encountered a very special case, that of Mr. Tran Van Ma in Dap Thanh commune, Ba Che district (formerly). Born in 1940, he was an elderly man and a member of an ethnic minority group with no family, no wife or children, relying solely on a plot of forest land for his livelihood. Taking advantage of his lack of understanding, his nephew forged a contract transferring the right to use the forest land for him to sign and register the change in his name. After learning of this, his neighbors were outraged. They formed a group and traveled from that remote area to Ha Long City to seek a lawyer to restore justice for him. Over three years, with the joint efforts of the local government and dedicated citizens, we successfully restored Mr. Ma's rights, allowing him to reclaim his land.” "Live out your last days in peace and happiness."

The comprehensive professionalization of the legal aid team, transforming each judicial officer into a solid "support system" for the people, along with the support of digital technology, is helping to ensure that vulnerable people are not left behind. Even without the means to hire a lawyer, people can still receive legal services of equivalent quality, thereby improving the quality of litigation and reducing wrongful convictions. This also strengthens people's trust in the judicial system and lays the groundwork for Quang Ninh to achieve its goal of building a sustainable and civilized new rural area.
