| Comrade Hoang Tran Trung, Secretary of the Party Committee of Tan My commune, listens to the opinions of the people of Na Hec village. |
Since the beginning of July 2025, the People's Committee of Tan My commune has established a channel called "People Ask, Tan My Commune Government Answers." People can submit their questions and concerns via the phone number of the Party Secretary and Chairman of the People's Committee, which is publicly available on the Tan My Online Fanpage. In addition, people can send messages directly on this Fanpage. Leaders of the Party Committee, People's Council, People's Committee, heads of mass organizations, and specialized departments of the commune all have accounts to answer people's questions on the Fanpage if it falls within their authority. Thanks to this, the Tan My commune government has received and resolved hundreds of opinions and requests from the people in the digital environment, mainly those related to land issues. This solution has significantly contributed to reducing the number of complaints and petitions.
For complex land disputes, the head of the Party Committee and the People's Committee directly attend village meetings to persuade and guide solutions. A typical example is the case of Mr. Ma Cong Tuan's land overlapping with Mr. Quan Van Ham's drainage ditch in Na Hec village. Under the direction of the Party Committee and the People's Committee of Tan My commune, a village meeting was held to gather public opinion on the origin and history of land use by both parties. At the meeting, residents provided crucial information about the history of the disputed area. As a result, the conflict between Mr. Ham and Mr. Tuan was resolved completely, and Mr. Tuan committed to providing Mr. Ham's family with a drainage ditch.
In the spirit of listening to the people, Tan My commune is also a shining example of resolving difficulties in issuing initial land use right certificates to households and individuals in the commune.
Following the implementation of the plan for initial land surveying and issuance of land use right certificates for households and individuals, the commune received 158 applications for initial land surveying. The commune has surveyed 22 plots of land belonging to 21 households and individuals. Of these, 3 land use right certificates have been issued, 9 files have been processed for tax purposes, and 10 files are being finalized for public disclosure.
The process of surveying and issuing initial land use right certificates to households and individuals faces numerous difficulties.

To overcome difficulties and obstacles, the Tan My Commune People's Committee has strengthened coordination with the Regional Land Registration Office, requesting technical and professional support in standardizing cadastral maps and integrating current status maps with related maps to ensure compliance with regulations. Simultaneously, they have developed a surveying plan for each phase and each village area, prioritizing the resolution of outstanding cases and densely populated areas to reduce travel time and increase efficiency for the surveying unit. The Commune People's Committee has also focused on disseminating information and guiding people on the procedures for land registration, surveying, and issuance of land use right certificates; assisting people in preparing complete and correct documents according to regulations, and minimizing the need for multiple submissions. As a result, the progress of document processing is publicly disclosed and announced to all villages so that people can stay informed.
Expressing his joy at receiving his first land use certificate for 4,700 square meters of land used for perennial crops, Mr. Nguyen Van Chung from Tan Thanh village said: “I had previously petitioned the authorities for this land before the district level was abolished, but I hadn't received a land use certificate. Now, with the new commune-level administration in place, the commune officials guided me through the process of completing the necessary documents and procedures very quickly and efficiently. With the land use certificate, my family can now confidently plant trees on this land.”
Sharing the initial results achieved in the land sector, the Party Secretary of Hoang Tran Trung commune said: "At the grassroots level, skillful mass mobilization is the most difficult. Actions must match words. Skillful mass mobilization must be linked to practical and tangible actions, working alongside the people to gain their trust. When the people trust us, everything will succeed."
