Currently, the province is implementing many comprehensive solutions and accelerating the progress of public investment projects, with many projects entering the final stages to ensure timely completion.

Land clearance has long been considered the biggest bottleneck in public investment projects. This is a crucial step, because only when the land is handed over cleanly and in a coordinated manner can construction work proceed on schedule. In reality, delays in land clearance lead to a series of negative consequences: contractors have to adjust their plans, equipment and labor are tied up, investment capital cannot be disbursed, and projects are prolonged, resulting in waste.

Faced with this situation, many localities have chosen a more proactive approach, instead of just announcing or applying administrative measures. Direct dialogue and engagement with the people helps the government listen to concerns from the grassroots level and create consensus. Some places have adopted a "hand over the land as you go" mechanism, meaning land clearance is done in stages so that contractors can receive the land and begin construction simultaneously. While this approach requires close coordination between all parties, it significantly saves the overall project time.

According to Mr. Nguyen Thai Thinh, Vice Chairman of the People's Committee of Phu Yen Ward, immediately after the merger, the ward promptly reorganized its working apparatus, considering land clearance as a key task. The ward is reviewing resettlement subjects and compensation plans for land clearance projects such as the Southern Residential Area Technical Infrastructure in the Nam Tuy Hoa New Urban Area; the Central Park in the Nam Tuy Hoa New Urban Area... Along with that, the ward is strengthening efforts to encourage residents to hand over land to contractors to ensure project progress.

For the Ho Chi Minh Highway construction project, specifically the eastern bypass section of Buon Ma Thuot, land clearance was implemented using a "door-to-door" approach. Project Management Board A coordinated with local authorities to reach each household, not only encouraging land handover but also providing manpower for dismantling and clearing. Simultaneously, they developed a detailed plan with effective implementation measures to ensure timely land handover to the contractor.

“Households that have not yet relocated will continue to be informed and persuaded with the goal of completing the project in 2025. This approach shows that the investor is not only focusing on the technical aspects but also proactively participating in resolving social difficulties, creating a foundation for construction progress,” said Mr. Dang Tho Dan, Head of the Transportation Project Management Department (Board A).

On the construction site of several sections of the embankment to prevent erosion on the right bank of the Ban Thach River, combined with a road (the section from Ban Thach Bridge to Ben Lon Bridge), dozens of engineers, workers, and machinery have been mobilized. To date, the project has reached approximately 45% of the contracted volume. A representative of the contractor stated that, in addition to regular working hours, the company has arranged night shifts and even worked through the night on some sections to ensure the project progresses according to schedule.

The contractor is working overtime and extra shifts to ensure the embankment project to prevent erosion on the right bank of the Ban Thach River safely withstands floods and is completed in 2025.

Mr. Nguyen Dinh Tuy, Project Supervisor (Department C), said: “The current weather is very favorable for concrete pouring and roadbed construction, so we are mobilizing maximum manpower and equipment. The supervisory unit is also regularly present at the site to supervise and promptly resolve any arising problems. Work shifts are organized scientifically to ensure both speed and safety for workers. The contractor is deploying three construction fronts: at the beginning of the route, earthworks for the roadbed and embankment slopes; in the middle of the route, construction of box culverts across the road and embankment bases; and at the end of the route, road shoulders. The process of receiving and accepting completed work has also been shortened to ensure timely disbursement of funds. With the current progress, the embankment project will ensure safe flood control and be completed this year.”

At many other construction projects, contractors have also signed progress commitments with the investor, clearly specifying the completion timeline for each item on a weekly basis and promptly addressing any arising issues. “With the goal of completing the project in September, we are mobilizing about 60 workers each day to carry out the finishing work on the Provincial Obstetrics and Pediatrics Hospital,” said Mr. Le Hoang Long, Project Manager (Nghe An Construction Joint Stock Company).

According to projections, by the end of this year, the investor and contractor are determined to complete many projects in the province, such as: the Provincial Obstetrics and Pediatrics Hospital, the construction of several sections of embankment to prevent erosion on the right bank of the Ban Thach River combined with a road (the section from Ban Thach Bridge to Ben Lon Bridge)... Completing projects on schedule or ahead of schedule not only helps to disburse public investment capital in a timely manner but also contributes to maximizing the effectiveness of capital, creating a ripple effect on the socio-economic development of the locality.
