According to Ms. Nguyen Thu Hang, Director of the General Services Center of Dan Hoa Commune, the idea of building a community library stemmed from the desire to create a space for reading, learning, and research to serve the people, especially the younger generation.

To build the library, the local authorities proactively mobilized social resources, soliciting support from agencies, units, businesses, and philanthropists in the form of books, equipment, and facilities. The commune's General Service Center also utilized existing space, adding bookshelves, tables, chairs, materials, and other necessary resources to serve readers.
Many books were donated by agencies and organizations; many pieces of equipment and bookshelves were supported by organizations and individuals dedicated to promoting learning and reading.

Speaking at the ceremony, Mr. Dinh Huu Binh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dan Hoa commune, affirmed that although investment resources are still limited and the cultural infrastructure system is not yet fully synchronized, the locality always considers creating learning spaces to serve the people as a priority task. In less than two months since the idea was conceived, the Dan Hoa Commune Community Library officially began operating, becoming a new cultural destination for local residents.
"This library is not the result of a large investment project or pre-existing conditions, but rather the fruit of determination, dedication, and responsibility; it is the result of the joint efforts of many organizations and individuals who wish to provide people with a space to access knowledge, learn, and conduct research," Mr. Dinh Huu Binh emphasized.
