In his explanation and clarification of some issues of concern to the delegates, Minister of Natural Resources and Environment Dang Quoc Khanh affirmed that the drafting agency continues to review solutions for scientific and economical water use, approaching the issue from a circular water resource perspective.

Regarding the delegate's suggestion to expand the scope of regulation to include hot water and mineral water, the Minister stated that this is already regulated in the Mineral Resources Law; as for groundwater within the exclusive economic zone, the drafting agency will study and incorporate the suggestion, and together with relevant agencies, review and assess this content.

According to Minister Khanh, the amendment of the Water Resources Law aims to institutionalize the Party's major policies on water management and utilization, especially water security, in the context of climate change significantly impacting Vietnam. The amendment also helps to proactively manage water storage, ensuring sufficient water supply for domestic use and production.

The drafting agency will also study and specify regulations on water resource management for freshwater, surface water, and brackish water; clarify solutions for preventing and mitigating the harmful consequences caused by water; review, supplement, and adjust some specialized terms to ensure completeness, consistency, and ease of understanding; study and add functions related to flood prevention, urban waterlogging control, and inundation; and define management responsibilities, decentralization of authority, and separation of state management between the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, and the Ministry of Industry and Trade…

Concluding the discussion session, Vice Chairman of the National Assembly Nguyen Duc Hai stated that 20 delegates had spoken, 2 delegates had debated, and 22 delegates had registered but not yet spoken, requesting that their opinions be submitted in writing to the Secretariat for complete compilation. The Minister of Natural Resources and Environment then presented a report explaining and clarifying some issues of concern to the delegates.

Through discussion, delegates agreed on the necessity of amending the Water Resources Law to address the shortcomings and limitations of the current law, institutionalize the Party's policy on protecting and utilizing water resources to ensure water security, the safety of dams and reservoirs, proactively and actively store and regulate water to ensure sufficient water for daily life and production, implement water conservation and reuse solutions, and apply science and technology in water resource management and development. Delegates also contributed many valuable opinions on specific provisions that require thorough research to finalize the draft law.

Following the session, the Standing Committee of the National Assembly will direct the verification agency to coordinate with the drafting agency and relevant agencies to study, incorporate, and fully explain the opinions of the delegates at today's discussion session and the group discussion sessions in order to finalize the draft Law on Water Resources (amended) for submission to the National Assembly for approval at the 6th session.

During the discussion session, National Assembly deputies generally agreed with the submission, the report on the review of the draft law, and the report explaining the acceptance of opinions from the working group of the drafting agency. They also assessed that the draft Law on Water Resources (amended) had been meticulously prepared, with broad consultation from affected parties and relevant management agencies; reference to international laws and experiences in water resource management; and serious consideration of many review and feedback comments.
