In order to have a basis and data to report to the Provincial People's Committee, the Department of Agriculture and Rural Development requests the Department of Finance to: Report on the situation of using the province's local budget reserve capital allocated in 2023 according to the provisions of Clause 1, Article 10 State Budget Law 2015 and the ability to allocate capital for projects to stabilize population in urgent natural disaster areas and projects to arrange free migration.
At the same time, it is recommended that the People's Committees of districts and cities propose central budget reserve capital to support localities in implementing: Project to stabilize population in urgent natural disaster areas (risk of landslides, rockslides, floods, flash floods, and dangerous river bank erosion affecting people's lives, livelihoods, and property); Project to stabilize free migrants (with important tasks in defense, security and social order and safety in the area) in accordance with Clause 2, Article 10 of the 2015 State Budget Law; Prioritize urgent and urgent population stabilization projects that need to be implemented immediately to avoid affecting people's lives and property; Do not allocate capital for projects that have been allocated capital in the medium-term public investment plan for the period 2016-2020, period 2021-2025, national target programs, other programs, projects, and tasks of the Government. local.
