Amidst the chilly weather of the days leading up to Tet (Lunar New Year), I had the opportunity to revisit Xieng My commune, a remote area nestled on the banks of the picturesque Nam Chon stream. Over 3,000 residents of the Thai and Khmu ethnic groups live together in seven villages: Chon, Noong Mo, Pieng O, Dinh Tai, Cha Hia, Phay, and Khe Quynh. Walking along the paved inter-village roads, adorned with flags, banners, and slogans, admiring the rows of brick and stilt houses, and watching the villagers busily cleaning the village lanes and decorating their homes with colorful flowers and national flags… I felt the warmth and vitality of spring arriving.

Chairman of the People's Committee of Xieng My commune, Lo Van Lich, happily stated: Xieng My is a remote and disadvantaged commune in Tuong Duong district. At the Party Congress for the 2020-2025 term, the commune identified both advantages and disadvantages to set targets and tasks for comprehensive economic , cultural, and social development, and the construction of new rural areas. When first implementing the Resolution of the Party Congress, under difficult conditions, the villages only met 2 out of 13 criteria for new rural areas; rural infrastructure such as transportation, irrigation, and clean water were not synchronized and were severely degraded; educational, health, cultural, and sports activities were very limited; the material and spiritual lives of the people were still difficult, and the poverty rate was high.

To implement the targets of the Party Congress for the 2020-2025 term, the commune has identified key areas for improvement, focusing on promoting and encouraging people to change the structure of crops and livestock, and applying advanced technologies to production; proactively integrating programs and projects under the three National Target Programs to support and invest in the development of specialty crop and livestock models of local origin towards commercialization, such as: duck farming, fruit tree cultivation, medicinal plant cultivation, high-yield cassava, hybrid corn, livestock and poultry farming…

After nearly five years of implementing the Party Congress Resolution, Xieng My commune has mobilized resources from programs, projects, and contributions from the people to focus on socio-economic development and infrastructure construction. Thanks to the joint efforts of the Party committee, government, and people, by the end of 2024, the commune had completed all the targets set by the Congress. From a remote and disadvantaged commune, Xieng My has truly undergone a transformation. The average per capita income of the commune has reached 29 million VND/person/year (Phay village alone reaches over 40 million VND/person/year), 100% of hamlets have achieved the title of cultural hamlet, nearly 90% of households have achieved the title of cultural family, maintaining the achievements of universal primary education , and the commune meets national standards for health care. Many households have proactively changed their mindset and become more dynamic in economic development to rise out of poverty and achieve legitimate wealth, with the poverty rate reduced to over 20%.

Following Ms. Loc Thi Van, Deputy Secretary of the Party Committee, to the Khe Quynh resettlement village, I clearly felt the breath of spring filling every alley and house. More than 15 years ago, the people of Khe Quynh were among those resettled due to the Ban Ve hydroelectric project; the entire village moved from Tom village, Luan Mai commune, to this location. In the early days of resettlement, the lives of the people were difficult, but now they have changed and developed stably. The hedges and flowerbeds planted by the people along the roads are displaying their vibrant colors, welcoming the new spring; the roads in the village are brightly decorated, and the school and cultural center buildings have been renovated and built to national standards, meeting the recreational and educational needs of the people.

Chairman of Xieng My commune, Lo Van Lich, stated: “The immediate goal of the commune is to maintain and build upon the achievements already made to continue developing the commune. The focus is on stabilizing the economic structure and crop structure, maintaining specialized production areas that supply raw materials to factories and processing plants, such as cassava growing areas and forest plantations; developing culture and education; and implementing social welfare programs effectively and comprehensively.”
