Merging provinces and communes will save the budget more than 190,000 billion VND over 5 years.

According to calculations by the Ministry of Interior, the estimated expenditure for benefits and policies for those retiring at the provincial level is approximately 22,000 billion VND.

According to reports presented at the recent Government meeting on the restructuring of administrative units at all levels and the construction of a new two-tiered local government organizational model, after the restructuring of administrative units, the number of provincial-level officials, civil servants, and public employees is expected to be around 91,784, a reduction of 18,449 people.

The estimated amount to be paid out in benefits and policies for those retiring at the provincial level is approximately 22,000 billion VND (Illustrative image).

At the commune level, the number of officials and civil servants will be around 199,000, a reduction of about 110,000. At the same time, more than 120,000 part-time officials at the commune level nationwide will end their duties. In total, the number of personnel reduced after the merger is over 128,000.

According to calculations by the Ministry of Interior , the projected savings in salary and administrative expenditure nationwide during the period from 2026 to 2030 are approximately 190,500 billion VND.

It is projected that approximately 22,000 billion VND will be spent on benefits and policies for those retiring at the provincial level; approximately 99,000 billion VND at the commune level; and approximately 6,600 billion VND will be spent on social insurance contributions for those retiring early without having their pension reduced.

After the reorganization, the country is expected to have 34 provincial-level administrative units, including 6 centrally-administered cities ( Hanoi , Hai Phong, Hue, Da Nang, Can Tho, and Ho Chi Minh City) and 28 provinces (including: Lai Chau, Dien Bien, Son La, Lang Son, Cao Bang, Tuyen Quang, Lao Cai, Thai Nguyen, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, Ca Mau, and An Giang).

The whole country is expected to have 3,321 commune-level administrative units; corresponding to a reduction of 29 provincial-level administrative units and 6,714 commune-level administrative units.

Regarding the regulations and policies for officials, civil servants, and employees during the restructuring of the administrative apparatus, the Government has issued Decree 178, amended and supplemented by Decree 67, which provides detailed provisions. The Ministry of Interior and the Ministry of Finance have also issued circulars guiding localities in implementing the payment of benefits to those who retire early or resign during the restructuring of the administrative apparatus.

Prime Minister Pham Minh Chinh also instructed the Ministry of Finance to urgently allocate sufficient funds to pay for those retiring under the prescribed regulations and those who become redundant during the restructuring of the political system and local administrative units.

At the same time, there are guidelines for advancing funds from ministries, departments, and localities to ensure payments are made as soon as possible, avoiding delays; as well as guidelines for arranging assets and facilities during the administrative unit restructuring process.
