On September 27, 2024, the Government issued Document No. 549/TTr-CP to the National Assembly Standing Committee on the arrangement of administrative units (ADUs) at district and commune levels for the 2023-2025 period of Quang Nam province.
Accordingly, in the period of 2023 - 2025, Quang Nam province has 02 districts subject to rearrangement (Hiep Duc district and Nong Son district). Of which, Hiep Duc district will not be rearranged due to special factors as prescribed in Clause 1, Article 3 of Resolution No. 35/2023/UBTVQH15. 01 district-level administrative unit (Nong Son district) will be rearranged. There is 01 district-level administrative unit subject to encouraged rearrangement, which is Que Son district.
Thus, in the period of 2023 - 2025, Quang Nam province will reorganize 02 district-level administrative units (01 unit subject to reorganization, 01 encouraged unit) to form 01 new district-level administrative unit (new Que Son district).
Number of commune-level administrative units subject to arrangement: 14 units (09 communes, 04 wards, 01 town). Of which:
No arrangement will be made for 04 units (02 communes, 02 wards) due to special factors as prescribed in Clause 1, Article 3 of Resolution No. 35/2023/UBTVQH15.
Arrangement for 10 units (07 communes, 02 wards, 01 town).
Number of commune-level administrative units eligible for arrangement incentives: None
Number of adjacent commune-level administrative units: 06 units (06 communes).
Thus, in the period of 2023 - 2025, Quang Nam province will reorganize 01 district and 16 commune-level administrative units, including 13 communes, 02 wards, 01 town (including 10 units subject to reorganization, 06 adjacent units) to form 01 new district and 08 new commune-level administrative units (06 communes, 01 ward, 01 town).
Plan and results of arranging administrative units at district and commune levels in the period 2023 - 2025 of the province
Quang Nam Provincial People's Committee has developed 01 plan to arrange administrative units at district level and 08 plans to arrange administrative units at commune level, specifically as follows:
Plan to arrange administrative units at district level: Merge Nong Son district (with 471.64km2 and 35,438 people) and Que Son district (with 257.46km2 and 104,128 people) to form a new Que Son district (with 729.10km2 and 139,566 people).
Plans for arranging commune-level administrative units: 06 plans to merge 02 communes into 01 new commune; 01 plan to merge 02 wards into 01 new ward; 01 plan to merge 01 commune into 01 town into 01 new town.
As a result of the implementation of the arrangement of administrative units at district and commune levels in the period of 2023 - 2025, Quang Nam province reduced 01 district, from 18 units (15 districts, 02 cities, 01 town) to 17 units (14 districts, 02 cities, 01 town); reduced 08 administrative units at commune level (07 communes, 01 ward), from 241 units (197 communes, 30 wards, 14 towns) to 233 units (190 communes, 29 wards, 14 towns).
On the arrangement and consolidation of the organizational structure of agencies and organizations after the arrangement of administrative units at district and commune levels
For agencies and units in the political system of Que Son district (new) and 08 commune-level administrative units (new) formed after the reorganization: The organization and consolidation of agencies, units and leadership positions of these agencies and units shall comply with Party regulations, the organization's Charter and current laws.
For public service units of Que Son district (new): (1) Maintain the status quo of educational service units to ensure adequate school and classroom facilities for students in the area; (2) Maintain the status quo of medical service units to ensure medical examination and treatment services for people in the area; (3) For other service units (other than education and health), merge and consolidate units with similar functions and tasks of Nong Son district with Que Son district.
For public service units at the commune level, the following arrangements will be made: (1) Maintain the current status of educational facilities (preschool, primary school, secondary school) to ensure adequate school and classroom facilities for students in the area; (2) Merge the Health Stations of the old commune-level administrative units to form the Health Stations of the new commune-level administrative units; at the same time, the old Health Stations will be used as the basis for operating community health programs under the new commune-level Health Stations to ensure medical examination and treatment services for people in the area.
On the arrangement and settlement of redundant district- and commune-level cadres, civil servants, public employees and non-professional workers after the rearrangement
For district level: The total number of cadres, civil servants and public employees of 02 districts (Nong Son district and Que Son district) to be reassigned is 1,613 people (252 cadres, civil servants, 1,361 public employees); it is expected that 1,551 people will be reassigned to the new Que Son district (240 cadres, civil servants, 1,361 public employees); there will be 62 surplus cadres and civil servants.
For commune level: The total number of cadres, civil servants, health officials and part-time workers at 16 commune-level administrative units is 524 people (159 cadres, 137 civil servants, 83 health officials and 145 part-time workers); expected to be arranged at 08 commune-level administrative units (new) is 335 people (90 cadres, 78 civil servants, 64 health officials and 103 part-time workers); surplus of 189 people (69 cadres, 59 civil servants, 19 health officials and 42 part-time workers).
The Provincial People's Committee has developed a detailed plan to ensure that by 2025, 42 part-time commune-level workers will be resolved; by 2026, 12 district-level officials and civil servants will be resolved; by 2028, 19 commune-level health officials will be resolved; and by 2029, 69 commune-level officials and 55 commune-level civil servants will be resolved. At the same time, in addition to the prescribed policies and regimes, the Provincial People's Council has issued a Resolution on supporting the streamlining of redundant staff when arranging district- and commune-level administrative units in Quang Nam province for the period 2023 - 2025.
On the arrangement of headquarters, surplus public assets and funding for the arrangement
For district-level public headquarters: Total number of public headquarters of 02 district-level administrative units (Nong Son district and Que Son district) to be rearranged: 31 headquarters. After the rearrangement, 14 headquarters will continue to be used; 17 headquarters will be surplus.
For communal-level public headquarters: The total number of public headquarters of 16 communal-level administrative units to be rearranged is 176. After the rearrangement, 125 headquarters will continue to be used; there will be 51 surplus headquarters.
The Provincial People's Committee has developed a detailed plan to resolve 68 redundant headquarters (17 district-level headquarters, 51 commune-level headquarters) according to regulations, ensuring completion within 03 years).
Public assets: The People's Committee of Quang Nam province has reviewed and counted surplus public assets according to regulations and has a solution after the National Assembly Standing Committee issued a Resolution on arranging administrative units at district and commune levels of the locality.
Budget for implementation of arrangement: The provincial Project has detailed the estimated budget for implementing the arrangement of administrative units at district and commune levels in the province.
On specific policies of administrative units implementing the arrangement
The People's Committee of Quang Nam province has reviewed 16 commune-level administrative units to implement arrangements and specific policies applicable to: 07/16 communes meeting new rural standards; 02 communes (Hiep Hoa commune and Hiep Thuan commune) were awarded the title of Hero of the People's Armed Forces.
The Provincial People's Committee has planned a roadmap and assigned tasks to relevant agencies to review and prepare documents to propose competent authorities to recognize newly formed commune-level administrative units after the arrangement to meet new rural standards and commune-level administrative units as Heroes of the People's Armed Forces in accordance with regulations.
Resolution No. 1241/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Quang Nam province for the period 2023 - 2025. Merge the entire Nong Son district into Que Son district. After the arrangement, Que Son district has 18 commune-level administrative units, including 15 communes: Ninh Phuoc, Phuoc Ninh, Que An, Que Chau, Que Hiep, Que Lam, Que Long, Que Loc, Que Minh, Que My, Que Phong, Que Phu, Que Thuan, Que Xuan 1, Que Xuan 2 and 03 towns: Dong Phu, Huong An, Trung Phuoc. Arrangement of commune-level administrative units in Quang Nam province: After the reorganization: Hiep Duc district has 10 commune-level administrative units, including 09 communes and 01 town. Thang Binh district has 20 commune-level administrative units, including 19 communes and 01 town. Duy Xuyen district has 13 commune-level administrative units, including 12 communes and 01 town. Tien Phuoc district has 14 commune-level administrative units, including 13 communes and 01 town. Phu Ninh district has 10 commune-level administrative units, including 09 communes and 01 town. Tam Ky city has 12 commune-level administrative units, including 08 wards and 04 communes. This Resolution comes into force from January 1, 2025. From the effective date of this Resolution, Quang Nam province has 17 district-level administrative units, including 14 districts, 01 town and 02 cities; 233 commune-level administrative units, including 190 communes, 29 wards and 14 towns. |
