(TN&MT) - The People's Council of Binh Dinh province has passed a resolution on the establishment of specialized agencies under the Provincial People's Committee. The locality has reduced the number of agencies under the Provincial People's Committee from 20 to 14; including 7 newly established departments and 7 agencies that have been maintained.

On February 18th, the 13th Provincial People's Council of Binh Dinh, term 2021-2026, held its 21st session (special session), passing important resolutions on the establishment of specialized agencies under the Provincial People's Committee and the socio-economic development of the locality.

Specifically, at the meeting, delegates unanimously agreed to establish the Department of Finance of Binh Dinh province by merging the Department of Planning and Investment and the Department of Finance.

The Department of Construction was established by merging the Department of Transport and the Department of Construction; the Department of Agriculture and Environment was established by merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development.

The Department of Science and Technology was established by merging the Department of Information and Communications with the Department of Science and Technology; the Department of Culture, Sports and Tourism was established by merging the Department of Tourism and the Department of Culture and Sports; and the Department of Internal Affairs was established by merging the Department of Labor, War Invalids and Social Affairs with the Department of Internal Affairs.

Mr. Ho Quoc Dung, Secretary of the Binh Dinh Provincial Party Committee, chaired the meeting.

The Department of Ethnic Minorities and Religions was established based on the Ethnic Affairs Committee taking over the functions, tasks, and organizational structure of state management in the field of belief and religion from the Department of Interior.

Following the establishment of specialized agencies under the Provincial People's Committee, Binh Dinh Province now has 14 agencies (a reduction of 6 out of 20 agencies, or 30%).

The results of the restructuring and reorganization within specialized agencies under the People's Committee of Binh Dinh province show that there are now 76 departments; a reduction of 50 out of 126 organizations, achieving a rate of 39.68%.

The Binh Dinh Provincial People's Council also passed a resolution merging the Ethnic Affairs Committee with the Culture and Social Affairs Committee of the Provincial People's Council, under the name Culture and Social Affairs Committee of the Binh Dinh Provincial People's Council. This committee has 9 members, including 1 Chairman and 1 full-time Vice-Chairman.

Provincial People's Council delegates voted to approve the report on the restructuring of specialized agencies of the Provincial People's Committee.

Mr. Ho Quoc Dung, Secretary of the Binh Dinh Provincial Party Committee, stated that the newly restructured departments and agencies must begin operations by March 1, 2025. For agencies not included in the restructuring plan, the province will reduce the number of organizational units by at least 15%. Agencies merged and restructured according to Resolution No. 18-NQ/TW on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective, and efficient" in Binh Dinh province will reduce the number of organizational units by at least 35%.

At the same time, the Secretary of the Binh Dinh Provincial Party Committee mentioned that, according to the roadmap, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Binh Dinh will announce all decisions on the establishment and merger of specialized agencies under the Provincial People's Committee and the personnel arrangements for these agencies. The announcement will include agencies of the Party, agencies of the State, and the Provincial People's Council.
