(TN&MT) - The People's Council of Binh Dinh province has passed a resolution on the establishment of specialized agencies under the Provincial People's Committee. The locality has reduced the number of agencies under the Provincial People's Committee from 20 to 14; of which 7 Departments were newly established and 7 agencies were maintained.
On February 18, the 13th term People's Council of Binh Dinh province, term 2021-2026, held the 21st session (special session), passing important resolutions on the establishment of specialized agencies under the Provincial People's Committee and local socio-economic development.
Specifically, at the meeting, delegates agreed to establish the Department of Finance of Binh Dinh province on the basis of merging the Department of Planning and Investment and the Department of Finance.
Establish the Department of Construction on the basis of merging the Department of Transport and the Department of Construction; establish the Department of Agriculture and Environment on the basis of merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development;
Establish the Department of Science and Technology on the basis of merging the Department of Information and Communications with the Department of Science and Technology; establish the Department of Culture, Sports and Tourism on the basis of merging the Department of Tourism and the Department of Culture and Sports; establish the Department of Home Affairs on the basis of merging the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs.
Establish the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving the functions, tasks and organization of the State management apparatus in the field of beliefs and religions from the Department of Home Affairs.
After establishing specialized agencies under the Provincial People's Committee, Binh Dinh Provincial People's Committee has 14 agencies (reducing 6/20 agencies, reaching a rate of 30%).
The results of the arrangement and organization within the specialized agencies in the departments under the People's Committee of Binh Dinh province have 76 departments; a reduction of 50/126 organizations, reaching a rate of 39.68%.
The People's Council of Binh Dinh province also passed a resolution to merge the Ethnic Committee with the Culture and Society Committee of the Provincial People's Council, named the Culture and Society Committee of the Binh Dinh Provincial People's Council. This Committee has 9 members, including 1 Head and 1 Deputy Head.
Mr. Ho Quoc Dung, Secretary of Binh Dinh Provincial Party Committee, said that the new departments and branches must start operating from March 1, 2025. For agencies not subject to the arrangement, the province will reduce the number of focal points by at least 15%. Agencies merged and arranged according to Resolution No. 18-NQ/TW on "Some issues on continuing to innovate and reorganize the apparatus of the streamlined political system for effective and efficient operation" in Binh Dinh province will reduce at least 35% of focal points.
At the same time, the Secretary of the Binh Dinh Provincial Party Committee mentioned that, according to the roadmap, the Provincial Party Committee, People's Council, and People's Committee of Binh Dinh province will organize the announcement of all decisions to establish and merge specialized agencies under the Provincial People's Committee and arrange personnel for these agencies. The announcement includes Party agencies, state agencies, and People's Councils.
