Over 221 trillion VND allocated for relocating houses along canals and waterways.

(TN&MT) - The Ho Chi Minh City Department of Construction has just submitted a proposal to the Ho Chi Minh City People's Committee to relocate all houses on and along rivers and canals in the city to carry out urban renovation.

Ho Chi Minh City strives to successfully relocate and resettle all residents living along rivers and canals in the city.

According to the Ho Chi Minh City Department of Construction, the city has set a target of compensating and relocating 6,500 houses located on and along canals and waterways during the 2021-2025 period, and has so far compensated and relocated 1,447 houses.

According to the capital allocation plan until the end of 2025, it is expected that compensation and relocation will be completed for 5,378 out of 6,500 households, achieving 82.7% of the target. Currently, there are still 398 projects/rivers, canals, and streams that have not been implemented, with a total relocation scale of approximately 39,600 households concentrated in 16 districts and Thu Duc City.

According to the draft plan for relocating all houses on and along rivers, canals, and streams in the city to implement urban renovation, Ho Chi Minh City aims to essentially relocate and resettle all residents living on and along rivers, canals, and streams by 2030; clear waterways, improve environmental sanitation, carry out urban renovation, and utilize land along rivers and canals for economic development. The total estimated cost of the plan is approximately 221,370 billion VND.

Specifically, the costs include 130,680 billion VND for compensation, support, and resettlement for eligible cases; 10,692 billion VND for the construction of social housing for ineligible cases; and 80,000 billion VND for investment in technical infrastructure construction, dredging, and river and canal improvement.

After the project is implemented, land plots along rivers, canals, and streams will be created that can be put up for tender to select investors or auctioned for the implementation of housing construction projects, commercial and service projects, etc. The estimated revenue is approximately 164,111 billion VND.

To implement this, the Ho Chi Minh City Department of Construction believes that solutions are needed, including: planning, capital mobilization, and land clearance policies... Specifically, the city will prioritize the development of resettlement housing and social housing to facilitate relocation. Simultaneously, it will focus all financial resources and develop new mechanisms to mobilize external capital to participate in the relocation process.

For large land areas after relocation, development will be carried out through bidding or auction to select investors to implement development projects in accordance with the plan.

As for resettlement housing and social housing projects, Ho Chi Minh City will study options for state investment or to attract private investors. Social housing projects will be built using state budget funds and then primarily operated through rental.

In addition, projects for developing parks, green spaces, and public areas will be implemented simultaneously. Land projects along rivers, canals, and streams will be put up for tender, investors will be selected, or the land will be auctioned after relocation.
