With the goal of preventing the formation of hotspots for goods stockpiling, smuggling, trade fraud, and counterfeit goods in the area during the year-end period, Team 4 of the Market Management Department (Provincial Market Management Bureau) is strengthening coordination with functional forces in Mong Cai City to implement various management solutions, contributing to market stability and creating a healthy environment for organizations and individuals to conduct business legally.

Market Management Team No. 4 inspected the business and trading of goods in Hoa Lac Ward, Mong Cai City.

To strengthen market control activities, Team No. 4 of the Market Management Department has focused on developing inspection plans regarding price listing and sales at listed prices, checking for counterfeit goods, prohibited goods, and substandard goods in the area; intensifying the fight against smuggling and commercial fraud, especially against the smuggling of livestock, poultry, poultry products, seafood, cosmetics, and pharmaceuticals. At the same time, it has coordinated with relevant agencies to leverage combined efforts to effectively prevent smuggling, counterfeit goods, and commercial fraud in the area.

Through inspections, Market Management Team No. 4 has discovered and handled many violations in the area regarding prohibited goods, smuggled goods, price listing, etc. For example: On December 18th, Market Management Team No. 4 inspected the compliance with the law in the business of goods at Hong Phuc business (Hung Vuong Street, Tran Phu Ward, Mong Cai City) owned by Ms. Nguyen Thi Trang. During the inspection, they discovered several goods without invoices or documents, and of unclear origin, including: 11 packages of Tie Guan Yin tea, weighing 250 grams/package; 8 packages of ginseng oolong tea, weighing 250 grams/package; 20 bottles of Satunburg wine, 750ml/bottle, 14.5% vol; 10 bottles of Chateau de Ravige wine, 750ml/bottle, 13.5% vol... The total value of the goods was 53.3 million VND. Market Management Team No. 4 has compiled a file and report, and submitted it to the competent authority to issue a decision on administrative penalties against the business household, with a total fine of 38 million VND.

On December 30, 2024, Market Management Team No. 4 inspected the business compliance of Mr. Xue Ming Dong, a Chinese national, at Mong Cai Central Market (Tran Phu Ward). During the inspection, they discovered and seized numerous counterfeit products, including: 63 pairs of flip-flops bearing the Nike logo with suspected counterfeit Nike trademarks, and 20 pairs of flip-flops bearing the Adidas logo with suspected counterfeit Adidas trademarks. The total value of the goods, based on the actual listed prices at the time of inspection, was 49.8 million VND. The team coordinated with representatives of the trademark owners to verify and clarify the signs of trademark counterfeiting; simultaneously, they prepared a report and submitted it to the competent authority for the issuance of an administrative penalty of 45 million VND.

From the beginning of 2024 to the present, Market Management Team No. 4 has spearheaded and coordinated the handling of 46 cases/67 violations related to counterfeit goods, goods of unknown origin, and business registration violations, imposing fines exceeding 1.7 billion VND; the value of goods destroyed or ordered to be destroyed exceeded 2.3 billion VND; and the value of goods sold off exceeded 766 million VND. The main goods seized included pod systems, e-liquids for pod systems; electronic cigarettes, tea sets, gas stoves, motorcycle parts, watches, sausages, cakes, candies, and radishes of unknown origin; counterfeit clothing, shoes, bags, and perfumes; various types of power banks; various types of tea boxes; nail polish, etc.

Market Management Team No. 4 is educating business owners in the area to sign commitments to strictly conduct business in accordance with the law.

From the beginning of the year until now, the team has also inspected 131 cases, received and handed over files for 2 cases, processed 113 cases/113 individuals/143 violations, equivalent to 93.4% of the number of cases subject to penalties; the total amount of fines is nearly 6 billion VND, equivalent to 210.8% compared to the same period in 2023. The main violations include prohibited goods, smuggled goods, counterfeit goods, intellectual property violations, price listing violations, etc.

Regarding inspections and handling related to N2O gas, shisha, and e-cigarettes, Market Management Team No. 4 inspected and detected 11 cases, imposing fines totaling 176 million VND, and destroying goods worth 222 million VND; the infringing goods included 16 nitrous oxide cylinders; 6,494 e-cigarette products (pod systems, e-liquids for pod systems, accessory boxes, and pod atomizers); 8.8 kg and 18 boxes of shisha; and 9,900 rubber balloons. Simultaneously, they handled 18 cases/23 violations related to the business of goods and services via social media, online sales websites, and e-commerce platforms, achieving 100% of the assigned plan, imposing fines totaling 338.5 million VND, selling confiscated goods worth 62.2 million VND, and destroying goods worth 241 million VND.

Mr. Pham Tien Hung, Team Leader of Market Management Team No. 4, said: Before, during, and after the Lunar New Year, Market Management Team No. 4 continued to strengthen coordination with the police, customs, border guards, forest rangers, and health authorities in exchanging information and implementing plans to prevent, arrest, and handle smuggled goods; and intensified propaganda, combating smuggling, counterfeit goods, commercial fraud, food safety, and disease prevention in the area. In particular, the focus was on inspecting prohibited goods, counterfeit goods, intellectual property violations, confectionery, food products, firecrackers, pharmaceuticals, cosmetics, etc., to prevent the formation of hotspots or complex areas of smuggling, commercial fraud, and counterfeit goods in the area.
