The Provincial Steering Committee 389 outlines its tasks for 2025.

On the afternoon of January 8th, the Provincial Steering Committee 389 held an online conference to summarize the work on combating smuggling, trade fraud, and counterfeit goods in 2024 and to implement tasks for 2025. Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee and Head of the Provincial Steering Committee 389, chaired the conference.

Following the directives of the Government , the National Steering Committee 389, the Provincial Party Committee, and the Provincial People's Committee on the fight against smuggling, trade fraud, and counterfeit goods, in 2024, the Provincial Steering Committee 389 concretized the responsibilities of each sector, locality, and management field; at the same time, it implemented professional measures, closely monitored the situation, identified key areas and targets to proactively develop specialized plans, conduct patrols and inspections, establish special cases to organize the fight against smuggling rings, groups, and complex hotspots, and handle violations.

In 2024, the functional forces under the Steering Committee 389 of Quang Ninh province detected, arrested, and handled 3,587 cases of smuggling, trade fraud, and counterfeit goods; the value of infringing goods amounted to 34.63 billion VND, an increase of 19% in the number of cases and 57% in value. Administrative violations were handled in 3,522 cases, an increase of 4% in the number of cases handled; fines totaled over 385 billion VND. The Provincial People's Procuracy and the Provincial People's Court prosecuted and tried 49 cases with 164 defendants, an increase of 25.6% in the number of cases and 141% in the number of defendants.

Speaking at the conference, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee and Head of the Provincial Steering Committee 389, acknowledged and commended the achievements of member agencies, localities, and units in the province in the fight against smuggling, trade fraud, and counterfeit goods in 2024. He also requested that members of the Provincial Steering Committee 389 continue to effectively carry out the work of disseminating policies and laws; organize forces and resources to ensure the synchronized and effective implementation of plans and strategies for market inspection, control, and combating smuggling, trade fraud, and the production and sale of counterfeit and substandard goods in 2025.

In implementing the tasks for 2025, localities and functional forces will continue to strictly implement the directives of the Government, the National Steering Committee 389, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on the fight against smuggling, trade fraud, and counterfeit goods in the province. They will proactively develop and effectively implement the 2025 plan for combating smuggling, trade fraud, and counterfeit goods, ensuring it is commensurate with the evolving situation and linked to the responsibility of the heads and leaders of the units. Attention will be paid to directing the collection of information, closely monitoring the situation in key areas and targeting specific individuals; forecasting, warning, and preventing illegal trading and business activities early and proactively. The quality of coordination among functional forces will be improved, and information exchange and sharing on the situation, methods, and new tactics of violators will be strengthened. Proactively coordinate patrols and inspections to apprehend and prosecute offenders right from the land and sea borders. Develop and implement specialized plans to combat smuggling, trade fraud, and counterfeit goods in the field of e-commerce and digital platform businesses.
