Over the past period, the Steering Committee 389 of Quang Ninh province has closely followed the directives of the Government, the National Steering Committee 389, and the province, promptly consolidating its organization, issuing complete operational regulations and reporting procedures; directing departments, agencies, functional forces, and the Steering Committees 389 of communes, wards, and special zones to synchronously implement plans and thematic campaigns to combat smuggling in each key area, commodity, and location.

With the decisive involvement of the entire political system, in the first nine months of 2025, functional forces in the province detected, arrested, and handled 2,453 cases of smuggling, trade fraud, and counterfeit goods, with a total value of infringing goods exceeding 45.5 billion VND. Notably, 46 cases involving 107 individuals were prosecuted criminally. This clearly demonstrates the deterrent effect and the unwavering determination to combat serious violations. In addition, 2,400 administrative violations were promptly handled, contributing to a healthier business environment and maintaining market stability in the province.
Coordination among the police, customs, border guards, market management, tax, health, agriculture , and environment forces continued to be strengthened and effectively implemented. Through information exchange and sharing, and inter-agency patrols and inspections, many large and complex cases were detected and handled right at the border, checkpoints, at sea, and inland. The seized infringing goods mainly included alcohol, cigarettes, e-cigarettes, N2O gas, food of unknown origin, smuggled cosmetics, and counterfeit goods of famous brands. These are all items with high demand during the Tet holiday, posing a direct risk to consumer health and market order.

Along with combating and handling violations, Quang Ninh province places special emphasis on propaganda and mobilization of the public and business community to participate in preventing and combating smuggling and trade fraud. Departments, agencies, and the 389 Steering Committees of localities have coordinated with the press to produce over 3,000 news articles, promptly reflecting the results of the fight against smuggling by functional forces, while also disseminating legal regulations and warning about common violations during the peak period at the end of the year. Many diverse forms of propaganda have been implemented, from direct dialogue with businesses, signing commitments to comply with the law, to disseminating information via email and specialized conferences, helping people and businesses easily access, understand, and proactively comply with the regulations.
With just over a month remaining until the 2026 Lunar New Year, the Provincial Steering Committee 389 continues to direct functional forces to implement intensive plans, strengthening inspections and controls at border gates, open crossings, border trails and shortcuts, along sea routes, ports, wharves, as well as at markets, commercial centers, service businesses, warehouses, and goods collection points. The focus is on strictly controlling consumer goods for the Tet holiday, food, beverages, and goods that directly affect people's health; promptly detecting and severely punishing acts of smuggling, counterfeit goods, goods of unknown origin, and violations of food safety regulations.
Simultaneously, control over e-commerce, online business, and express delivery services has been intensified to prevent the misuse of online sales to distribute prohibited goods, smuggled goods, and counterfeit goods during the year-end period. The process of receiving and handling reports and denunciations from citizens is carried out rigorously through hotlines and official information channels, enabling public participation in monitoring and collaborating with authorities to achieve high effectiveness in combating commercial fraud.
