
Faced with the reality of violations, disputes, and complaints in land management and use, affecting security, order, and socio -economic development, the Standing Committee of the Tien Du District Party Committee has established a Steering Committee to handle cases of land allocation for residential purposes without proper authority, land encroachment, and unauthorized changes in land use purpose.
The district has established a working group to assist the Steering Committee, assigning the Department of Natural Resources and Environment as the permanent agency to promptly advise the Steering Committee on urging, guiding, reviewing, and classifying each case and the time of violation. At the same time, it focuses on handling and resolving difficulties and obstacles in the implementation process and preparing dossiers for cases that meet the criteria for submission to the competent authority for consideration, assessment, and issuance of certificates according to regulations.
Furthermore, in cases where land was allocated without proper authority but has been used stably before October 15, 1993, without disputes, in accordance with planning, and with financial obligations fulfilled as prescribed, the current land user will be granted a Certificate of Land Use Rights, Ownership of Houses and Other Assets Attached to the Land. For cases of land allocation without proper authority from July 1, 2004, to before July 1, 2014, the responsibility of the collectives and individuals involved in the improper allocation will be clarified and handled according to the law, and the issuance of Certificates will be considered and decided upon for eligible cases in accordance with regulations.

To effectively implement the directives and conclusions of the Provincial Party Standing Committee on "Strengthening the Party's leadership over land management in the province" regarding the handling of cases of unauthorized land allocation, land encroachment, and illegal land use conversion, the District People's Committee directed communes and towns to strengthen propaganda and mobilize the people to voluntarily comply with the law. However, violations remain complex. In most localities, many households have constructed illegal structures on agricultural land, encroaching on it.
Recently, the encroachment on public land, illegal construction on agricultural land, and unauthorized changes in land use in Tien Du district have mainly been concentrated in localities such as Phu Lam commune, Hien Van commune, Lim town, and Viet Doan commune.
According to statistics from 2022, Tien Du district had 57 households violating regulations on illegal construction and misuse of agricultural land. To date, the district has resolved 100% of the violations in all communes.

Mr. Nguyen Cong Ky, Vice Chairman of the Tien Du District People's Committee, stated that the district is focusing on reviewing and specifically counting each case of land violations to clarify the responsibilities of the collectives and individuals involved. This is an important legal basis for correctly and effectively handling land violations and ensuring local stability. In addition, the district will continue to improve and strengthen land management in the coming period, promptly addressing and preventing new violations of land management and use laws in the locality; paying attention to resolving complaints, denunciations, disputes, and lawsuits related to land within its jurisdiction in a timely, reasonable, and lawful manner, limiting mass and escalated complaints that disrupt social order, and contributing to stability to promote the socio-economic development of the locality.
Mr. Ky added that Tien Du district aims to complete the review, declaration, and registration of land by the end of 2024; and to complete the issuance of land use right certificates for eligible land parcels by the end of 2025.
