Yesterday afternoon, August 14th, the Ho Chi Minh City Department of Education and Training held a conference to summarize the 2023-2024 school year and implement tasks for the 2024-2025 school year at the primary school level. Speaking at the conference, Mr. Nguyen Bao Quoc, Deputy Director of the Ho Chi Minh City Department of Education and Training, emphasized that the 2024-2025 school year is the final stage of implementing the 2018 General Education Program at the primary school level, specifically for grade 5. Therefore, it is considered a pivotal year for the effective implementation of the program at the primary school level.
Regarding the implementation of the school program at the primary level in the new school year, Mr. Nguyen Bao Quoc requested that schools proactively develop their own school programs and supplementary educational programs to further improve the 2018 General Education Program. Schools and affiliated units must proactively coordinate with the school in developing the content framework, ensuring consistency in communicating information to parents and partners. "The school plan must be approved by the school board and communicated to parents in a spirit of agreement with them. Parents can choose some activities to participate in, and the school will then arrange classes for students accordingly," Mr. Quoc said.
Mr. Nguyen Bao Quoc also noted that schools need to coordinate with the implementing unit to arrange the time and allocate teaching time. At the same time, these activities should no longer be called "extracurricular activities" because it can easily cause misunderstanding; parents might think that these educational activities are only organized after all the main subjects have been taught.

In primary schools, in addition to implementing the 2018 General Education Program, there are other supplementary educational activities. However, Mr. Nguyen Bao Quoc emphasized that the implementation of the program content must always have a clear framework plan, must be approved by the school board, and must be agreed upon with parents.
The leaders of the Ho Chi Minh City Department of Education and Training also requested that schools review and select qualified and licensed teaching units, ensuring that the teaching content is assessed as meeting the necessary conditions to ensure that the teaching proceeds in the right direction.
There will be written guidelines for developing school curricula.
Speaking at the conference, Ms. Lam Hong Lam Thuy, Head of the Primary Education Department, Ho Chi Minh City Department of Education and Training, emphasized that in the 2024-2025 school year, digital transformation and integrated teaching content will remain the focus. The Primary Education Department will soon advise the board of directors to issue a document guiding the development of school curricula.
"This document is more specific, adding the subject of computer science and providing detailed guidelines for implementation. At the same time, partner organizations will have a legal basis to prepare their application documents, from establishment licenses and operating licenses to program content... The school principal will base their actions on this document," said Ms. Lam Hong Lam Thuy.

For the 2023-2024 school year, the leaders of the Ho Chi Minh City Department of Education and Training assessed that primary schools had effectively implemented the 2018 General Education Program in grades 1, 2, 3, and 4, creating a foundation for the successful implementation of the 2018 General Education Program in grade 5 in the 2024-2025 school year.
During the past school year, 100% of students in grades 3 and 4 received English instruction, contributing to the holistic education of students in the school. Simultaneously, primary schools in Ho Chi Minh City have proactively developed open lessons, digital classrooms, and implemented digital citizenship skills education programs and piloted digital report cards.
