According to statistics from the Ho Chi Minh City Department of Education and Training in the draft restructuring plan, the education sector currently has 279 units under the direct management of the Ho Chi Minh City People's Committee and the Ho Chi Minh City Department of Education and Training, including:
- 3 universities;
- 19 colleges;
- 251 units under the Department (including 170 high schools and multi-level general education schools; 3 public kindergartens; 22 centers for supporting inclusive education development and special education schools; 13 vocational schools; 1 Center for technical, comprehensive and vocational education; 40 centers for continuing education, vocational education and continuing education; 2 centers with autonomous operating expenses: the Foreign Language - Informatics Center, and the Information and Educational Program Center);
- Six schools are under the management of other agencies (including the Youth Volunteer Continuing Education Center under the City's Youth Volunteer Force; the Vocational College of Transportation ( Ba Ria - Vung Tau ) and the Binh Duong Vocational Education and Driving Test Center, both under the Department of Construction; the Ho Chi Minh City College of Information and Communication under the Department of Science and Technology; the Ho Chi Minh City College of Agricultural Technology; the High-Tech Agricultural Vocational Education Center under the High-Tech Agricultural Zone Management Board); and the Ton Duc Thang Vocational Technical School (under the City's Labor Federation).
- 2 vocational schools affiliated with state-owned enterprises;
- 1,930 public kindergartens, primary schools, and secondary schools are under the direct management of the People's Committees of communes, wards, and special zones.
The draft by the Department of Education and Training proposes the restructuring of public universities, colleges, and vocational schools in the city based on the principle of ensuring the provision of public services that meet the needs of the people in the fields of higher education and vocational training. The restructured units will have adequate facilities in accordance with current legal regulations, and will be focused on key training areas to concentrate investment in advanced and modern training equipment, avoiding a scattered approach.
Implementation criteria: Merging schools with the same field of study; merging schools with low enrollment rates into schools with higher enrollment rates; merging schools located in close proximity to each other.
Regarding preschools and general education schools, according to the draft restructuring plan of this department, the existing public high schools, middle schools, primary schools, and multi-level schools will basically remain unchanged, with proposals for rearrangement and adjustment if necessary, in a way that conveniently serves the needs of the people and students.
The merger of schools and school branches should only be carried out within a single commune-level administrative unit; priority should be given to retaining school branches with favorable conditions (facilities, transportation, concentrated population); and isolated school branches that do not meet minimum infrastructure standards should be dissolved. Educational institutions subject to consolidation must have adequate facilities at the main school branch. The conversion of land use and facilities at the relocated school branches must comply with legal regulations and ensure efficient use.
Ensure that each commune-level administrative unit has at least one preschool, one primary school, and one secondary school. In exceptional cases, a multi-level school may be organized, but separate areas must be allocated for each level, ensuring adequate teaching and learning conditions.
Prioritize multi-level school models (primary and lower secondary) in sparsely populated areas or areas with difficult transportation access. Simultaneously, consider merging kindergens and small, substandard primary schools within the same commune according to a suitable roadmap.
Arrangement plan for universities, colleges, and vocational schools.
For universities : Keep 2 as is. Pham Ngoc Thach University of Medicine, Thu Dau Mot University.

For colleges and vocational schools
Six schools remain unchanged: Vietnam-Singapore College; Vietnam-Korea College of Binh Duong ; Ba Ria-Vung Tau College of Technology; Thu Duc College of Technology; Ho Chi Minh City College of Architecture and Construction; and the Semi- Public College of Technology and Business Administration.
These units meet legal regulations regarding the conditions for ensuring training quality (in terms of land area, school facilities, training equipment, and teaching staff); have a good reputation in society for the quality of training; are oriented towards building high-quality colleges, regional centers for vocational practice, and play a leading role for vocational education institutions in the city.

The current 1,930 educational institutions under the management of the commune-level People's Committees will remain unchanged. The establishment of new schools will be based on the development of schools and classrooms in various localities according to demand.
