Plan to arrange universities and colleges in Ho Chi Minh City: Which units will remain the same or merge?

The Party Committee of the Ho Chi Minh City People's Committee has just submitted a document to the Standing Committee of the City Party Committee asking for opinions on the draft plan to arrange public service units and organizations within the state administrative system, including the specific sector of education and training.

Currently, the education and training sector of Ho Chi Minh City has 278 public units, specifically including:

  • 3 universities
  • 19 colleges
  • 251 units under the Department of Education and Training (including: 170 high schools, general schools with many levels; 3 public kindergartens, 22 centers to support the development of inclusive education and specialized education schools; 13 secondary schools; 1 Center for technical - general education and career guidance; 40 centers for continuing education, centers for vocational education - continuing education; 2 centers with autonomy in regular spending: Center for Foreign Languages ​​- Information Technology, Center for Information and Education Programs)
  • 5 schools under other management agencies (including the Youth Volunteer Continuing Education Center under the City Youth Volunteer Force; the Transport Vocational College ( Ba Ria - Vung Tau ) and the Binh Duong Vocational Education - Driving Test Center both under the Department of Construction; the Ho Chi Minh City Information - Communication College under the Department of Science and Technology; the High-Tech Agricultural Vocational Education Center under the Management Board of the High-Tech Agricultural Zone)

Besides, there are also 2 secondary schools under state-owned enterprises.

Which universities and colleges will be kept/rearranged?

According to the draft plan to arrange public service units and organizations within the state administrative system, the education and training sector of Ho Chi Minh City will be reorganized from 278 units (including 22 units belonging to the city and 256 units belonging to the department) to 256 units (a reduction of 22 units).

Specifically:

Arrange 39 universities, colleges, and intermediate schools into 20 universities, colleges, and 1 intermediate school, reducing 18 units (including 2 colleges and 16 intermediate schools). Of which:

For universities: Maintain 2 schools including Pham Ngoc Thach University of Medicine and Thu Dau Mot University; Reorganize 1 school, Saigon University (merge Ba Ria - Vung Tau Pedagogical College into Saigon University).

For colleges and intermediate schools: Keep 6 colleges including: Vietnam - Singapore College; Vietnam - Korea Binh Duong College; Ba Ria - Vung Tau College of Technology; Thu Duc College of Technology; Ho Chi Minh City College of Architecture and Construction; Semi-public College of Technology and Business Administration.

Regarding the reasons for keeping the status, according to the Ho Chi Minh City People's Committee, these units meet legal regulations on conditions to ensure training quality (land area, school facilities, training equipment, teaching staff); have prestige with society for training quality; are oriented to build high-quality colleges, regional centers for vocational practice and have a leading role for vocational training institutions in the city.

Also according to the draft arrangement plan, Ho Chi Minh City will arrange 13 colleges and 17 secondary schools, specifically as in the following table:

Do not arrange 2 secondary schools managed by enterprises, Saigontourist Tourism - Hotel Secondary School and Suleco Secondary School, because they are not subject to arrangement according to Plan 130.

List of 37 vocational high schools

According to the draft arrangement plan, Ho Chi Minh City will convert and arrange 41 vocational education and continuing education centers (including 40 units under the Department of Education and Training and 1 unit under the Youth Volunteer Force) into 37 vocational high schools, reducing 4 units (according to the roadmap and instructions of the Ministry of Education and Training on the arrangement of public service units).

Also according to the arrangement plan, Ho Chi Minh City will keep 198 units (including: 170 high schools, multi-level general schools; 3 public kindergartens, 22 centers to support the development of inclusive education and specialized education schools; 1 Center for technical - general education and career guidance; 2 existing centers with autonomy in regular expenditure: Ho Chi Minh City Center for Foreign Languages ​​- Information Technology, Center for Information and Educational Programs).

Regarding public service units under the People's Committees at the commune level, Ho Chi Minh City currently has 2,026 units, including 1,930 educational service units, 38 cultural and sports service centers, and 58 other service units (Relic Management Board, Public Works Enterprise, Children's House, Market Management Board, bus station, etc.). Regarding units in the field of education, the Party Committee of the Ho Chi Minh City People's Committee proposed to maintain the current 1,930 public kindergartens, primary schools, and secondary schools. The establishment of new schools will be carried out according to the requirements for school development in the localities according to demand.
