The Ministry of Education and Training has issued a draft Circular promulgating the Regulations for primary schools, junior high schools, high schools, and multi-level general education schools. Accordingly, the educational management functions of the District People's Committee and the Department of Education and Training will be changed to the responsibilities of the Commune People's Committee and the Department of Culture and Social Affairs to align with the two-tiered local government structure.

The draft circular clearly defines the powers and responsibilities of school administrators, teachers, and staff. At the same time, it removes the regulation on issuing lower secondary school diplomas to fulfill compulsory lower secondary education requirements; removes the regulation on textbook selection; and removes the regulation on school councils for public schools...
According to the Ministry of Education and Training, these regulations and omissions aim to ensure consistency with the provisions of the amended and supplemented Law on Education, which was recently passed by the National Assembly . Specifically, it abolishes the issuance of junior high school graduation certificates and stipulates a single set of textbooks instead of multiple sets as before.
The draft circular specifies the management of digitized school records. Electronic records will be used to replace paper records according to a roadmap that suits the conditions of the locality, the school, the teachers' capabilities, and ensures the legality of electronic records. The management of electronic records will be regulated by the Department of Education and Training according to the connection and data standards of the Ministry of Education and Training.
At the same time, to minimize administrative procedures for parents and students, the draft circular stipulates that school transfers and student admissions will be carried out on the Public Service Portal.
In cases where it is not possible to submit the application and declare information for school transfer, enrollment, or re-enrollment through the Public Service Portal, students or their parents/guardians must submit the application for school transfer, enrollment, or re-enrollment to the receiving school in person, online, or by mail.
The draft circular also sets out regulations on conduct, prevention of school violence, and prevention of violations of professional ethics in schools, aiming to build a safe, healthy, and humane educational environment.
