On March 8th, the Ho Chi Minh City Department of Education and Training issued an urgent warning to parents about a new scam involving individuals impersonating school staff, district education departments, and the Department of Education and Training, requesting parents to submit documents for tuition fee refunds.
Currently, the Ho Chi Minh City Department of Education and Training has not issued any guidelines regarding tuition fee refunds.

Specifically, in an urgent advisory to parents of students in all schools, the Ho Chi Minh City Department of Education and Training announced that some parents in Ho Chi Minh City have reported receiving phone calls or text messages with signs of fraud, using the tactic of impersonating staff from departments, offices, or schools, requesting them to prepare documents for tuition fee refunds according to regulations of the Politburo . Some parents have already lost a significant amount of money to this new scam.
Therefore, the Ho Chi Minh City Department of Education and Training advises all parents and students not to heed any strange text messages or phone calls mentioning tuition fee refunds and absolutely not to comply with any related requests.
At the same time, the Ho Chi Minh City Department of Education and Training affirmed that it currently has no guiding documents related to the refund of tuition fees according to the regulations of the Politburo .
All instructions regarding tuition fee refunds (if any) will be announced and specifically guided in writing by the Department of Education and Training to schools, and schools are responsible for notifying each parent through the homeroom teacher or the supervising teacher in charge.
Therefore, the Ho Chi Minh City Department of Education and Training requests all parents to be highly vigilant and not listen to or follow instructions from unknown phone numbers. The Ho Chi Minh City Department of Education and Training is disseminating this information to all school principals in the city to warn and remind parents to be cautious.
Previously, at the Politburo meeting on February 28, 2025, to review and evaluate the initial results of implementing Resolution 18 of the 12th Central Committee on continuing to innovate and reorganize the political system's apparatus to be streamlined, effective, and efficient, the Politburo decided to completely waive tuition fees for students from preschool to high school in public schools nationwide. This will be implemented from the beginning of the 2025-2026 school year (September 2025 onwards).
