On March 8, the Ho Chi Minh City Department of Education and Training issued an urgent warning to parents about a new scam involving impersonating school, education and training department and department staff, asking parents to complete paperwork to refund tuition fees.

Specifically, in an urgent warning to parents of students in all schools, the Ho Chi Minh City Department of Education and Training informed that currently, some parents in Ho Chi Minh City have reported receiving phone calls or text messages with signs of fraud through the trick of impersonating staff of departments, offices, and schools, asking them to complete documents to refund tuition fees according to the regulations of the Politburo. Currently, there are parents who have lost a lot of money due to this new fraud trick.
Therefore, the Ho Chi Minh City Department of Education and Training recommends that all parents do not listen to strange text messages or phone calls regarding tuition refunds and absolutely do not follow related requests.
At the same time, the Department of Education and Training of Ho Chi Minh City affirmed that the department currently does not have any guiding documents related to tuition refunds according to the regulations of the Politburo.
All instructions for implementing tuition refund activities (if any) will be announced and specifically instructed in writing by the Department of Education and Training to schools and schools are responsible for notifying each student's parents through the homeroom teacher or student manager in charge.
From there, the Department of Education and Training of Ho Chi Minh City recommends that all parents be vigilant, do not listen to and follow the instructions of strange phone numbers that contact them. The Department of Education and Training of Ho Chi Minh City informs all school principals in the city to warn and remind parents to be vigilant.
Previously, in the Politburo meeting on February 28, 2025 to review and evaluate the initial results of implementing Resolution 18 of the 12th Central Executive Committee on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently, the Politburo decided to exempt all tuition fees for students from preschool to high school nationwide. The implementation time is from the beginning of the new school year 2025-2026 (September 2025 onwards).
