Promoting administrative reform, putting the people at the center, and using people's satisfaction as a measure of service quality, is an important task that Phu Tan district has been implementing for many years.

Mr. Truong Hoang Khai, Vice Chairman of the Phu Tan District People's Committee, said: "The District People's Committee has developed and issued Plan No. 53/KH-UBND dated March 12, 2024, on inspecting administrative reform work in 2024 in the district. At the same time, the District People's Committee has issued over 38 documents directing administrative reform work, improving the quality and efficiency of handling administrative procedures. Based on that, localities are directed to immediately address any remaining obstacles and difficulties, prioritizing comprehensive solutions, focusing on surveying the level of satisfaction of organizations and citizens when handling administrative procedures, in order to listen to and absorb feedback, aiming to improve service quality and the criteria for building a friendly government."

Having visited the one-stop service center in Tan Hai commune, Phu Tan district twice to obtain a citizen identification card and apply for a job, Ms. Thach Thi Be (Cai Cam hamlet, Tan Hai commune) said: "There is a lot of work, and the road from the hamlet to the commune is quite far. People generally want their administrative procedures processed quickly. After two visits to complete the necessary procedures, I am truly satisfied."

In 2024, the People's Committee of Phu Tan District recognized two effective initiatives implemented in the district, including: "Implementing the model of 'Friendly Government, Serving the People' in conjunction with administrative reform in Cai Doi Vam town"; and "Some solutions to promote digital transformation in resolving administrative procedures at the Reception and Results Delivery Department in Phu My commune".

The system for identifying citizen images and data at the Reception and Results Delivery Department of Cai Doi Vam town has been implemented effectively.

Mr. Le Minh Canh, Vice Chairman of the People's Committee of Cai Doi Vam town, said: "The one-stop and integrated one-stop mechanisms for resolving administrative procedures continue to be implemented in an orderly manner; the quality of resolving administrative procedures for organizations and individuals has been improved; control of administrative procedures is carried out regularly and updated promptly. The application of information technology in resolving administrative procedures has been promoted. The People's Committee of the town has arranged and assigned the town's officials and civil servants according to the correct number, titles, and job positions; their awareness, responsibility, and attitude in communication and service have been improved... All of this contributes to improving the quality of administrative reform, which is appreciated and highly valued by the people in the area."

According to Ms. Ho Thi Diem, a civil servant in the Justice and Civil Registry Department of Cai Doi Vam Town People's Committee: "Every day, the unit receives and processes about 30-50 applications. The image recognition and citizen data information system at the Reception and Results Delivery Department at the commune and town level has been implemented well. Most people who come are guided to identify themselves through images and citizen data effectively, contributing to increased satisfaction when carrying out administrative procedures."

Phu Tan district's experience in improving the quality of administrative reform also focuses on receiving and processing feedback and suggestions from organizations and individuals regarding administrative regulations under the jurisdiction of the District People's Committee. Organizing dialogues with citizens and businesses helps to promptly resolve difficulties and obstacles.

In 2023, the People's Committee of Phu Tan District continued to maintain its leading position among districts and cities in the administrative reform index. This is a very encouraging result, demonstrating the continuous efforts of the locality in implementing solutions to improve the administrative reform index and aim for citizen satisfaction.
