In accordance with Conclusion No. 46-KL/BCĐ dated November 25, 2025, of the Steering Committee for Science and Technology Development, Innovation, and Digital Transformation of Lao Cai province, the Department of Internal Affairs of Lao Cai province is embarking on a quiet but decisive transformation. In the archives previously crammed with paper files, the digital transformation is now "knocking" on every cabinet, every shelf, and every management process.

These dry numbers, when placed in a practical context, take on the appearance of a relentless digital transformation "construction site."

Each digitized page represents a step forward from a closed filing cabinet to an open data space. It's not just a technical operation, but a journey of "bringing to life" administrative archives, transforming paper memories into an interconnected data flow – the foundation for a more transparent, accurate, and efficient digital government.
According to Mr. Nguyen Van Trong, Director of the Provincial Department of Internal Affairs, alongside infrastructure and data, the human resources issue is paramount. The Department has developed, finalized, and submitted to competent authorities three draft policies to attract science and technology personnel; and advised on the issuance of Resolution No. 29/2025/NQ-HĐND on policies to attract, reward, and support human resource training for the period 2026-2030. The policy is designed on two clear pillars.

This is how Lao Cai is "sowing the seeds" for the digital future, creating a class of technically knowledgeable and professionally competent officials capable of ensuring information security and implementing digital transformation at the grassroots level.
The digital transformation picture will be incomplete without human resources at the commune and ward levels – the closest to the people and most directly involved in the work. Currently, 55 out of 99 communes and wards (55.5%) still lack civil servants trained in information technology, such as the communes of Ban Ho, Ban Lien, Ban Xeo, Bao Ai, Bao Ha, Bao Nhai, Y Ty… or the wards of Trung Tam, Nghia Lo, Au Lau, indicating a human resource gap that needs to be filled.
In response to this situation, the Department of Internal Affairs, in coordination with the Provincial Party Committee's Organization Department and other relevant units, implemented the transfer, recruitment, secondment, and reassignment of personnel from areas with surplus to areas with shortages; simultaneously, it organized training and professional development to ensure that each commune and ward has at least one information technology officer. Personnel placement is linked to competency frameworks and job positions, ensuring the right person for the right job with the right benefits.
Simultaneously, the Department of Planning and Investment of the Provincial People's Committee announced a list of new administrative procedures in the field of labor; and coordinated the implementation of policies for selecting and employing chief engineers and architects for key tasks in science and technology and digital transformation. Regarding the specific policy to attract information technology personnel in accordance with Conclusion No. 205-KL/TW, the Department continues to monitor and await specific guidance from the Central Government to promptly advise on resolutions that are appropriate to the local reality.

During the period 2026-2030, the work of organizing and digitizing government archives will be carried out according to the motto "accurate - complete - clean - relevant - unified - shared use". The goal is to complete the digitization of commune-level documents after the implementation of the two-tiered local government model in the third quarter of 2026, when additional funding is available - the administration will no longer be heavily reliant on paper but will operate on a synchronized digital platform from the provincial to the grassroots level.
From stacks of thick, heavy files to streams of electronic data running in real time on screens, digital transformation at the Lao Cai Department of Internal Affairs is more than just a technical story. When data is "awakened," when people are given the opportunity to master technology, the foundation of a modern digital government, for the people and businesses, is gradually taking shape.
