The Bac Ninh Provincial Department of Justice has recently issued a plan for the development of the digital economy and digital society for the period 2026–2030. According to the plan, the development of the digital economy and digital society within the justice sector is identified as an essential requirement, linked to administrative reform, the building of a digital government, and the comprehensive digital transformation of Bac Ninh province. The plan emphasizes a focus on serving citizens and businesses; using data as the foundation, digital technology as the tool, and innovation as the driving force to improve the efficiency of management, lawmaking, and law enforcement.
The plan sets out several specific targets for 2030. Accordingly, it aims for 100% of online public services under the management of the Bac Ninh Provincial Department of Justice to be fully provided and integrated on the National Public Service Portal and the Public Service Portal of the Justice sector; 100% of work files to be processed online (except for files classified as state secrets); and 100% of specialized justice databases such as civil registration, notarization, certification, and administrative violation handling to be digitized, standardized, connected, and shared according to regulations.
In addition, the Bac Ninh Department of Justice strives to achieve 100% cashless financial transactions in administrative procedures in the field of justice; 100% of the results of administrative procedures are digitized and reused according to regulations; at least 95% of citizens have access to legal information through digital platforms; and 100% of civil servants and officials in the justice sector receive training and development in digital skills to meet the requirements of working in a digital environment.
To achieve the above objectives, the plan focuses on the synchronized development of key platforms including: institutions, digital infrastructure, digital platforms, digital data, AI transformation, cybersecurity, digital workforce, digital citizens and digital culture, digital enterprises, and digital governance. This includes prioritizing the review and improvement of the legal framework; upgrading information technology infrastructure; developing specialized databases; and promoting connectivity and data sharing with national databases, especially the National Population Database.
The plan also emphasizes the gradual research and application of artificial intelligence (AI) in professional and operational activities such as searching and systematizing legal documents; assisting in answering legal questions; classifying and processing administrative files; disseminating and educating the public on the law; and providing legal services to citizens and businesses. At the same time, it ensures compliance with regulations on personal data protection, information security, cybersecurity, and the protection of state secrets throughout the entire implementation process.
The development of the digital economy and digital society within the Justice sector will be comprehensively implemented across various fields, including the drafting, appraisal, inspection, and review of legal documents; legal dissemination and education; civil registration and authentication; legal aid; judicial support; monitoring law enforcement; and handling administrative violations. This will contribute to improving the effectiveness and efficiency of state management, enhancing service quality, and facilitating access to justice services in the digital environment for citizens and businesses.
The Office of the Department of Justice of Bac Ninh province is the focal point for advising on the organization, implementation, monitoring, urging, and inspection of the progress of the Plan; and at the same time, compiling and preparing annual periodic reports to be submitted to the competent authority as prescribed. Funding for implementation is allocated in the annual state budget of the Department of Justice of Bac Ninh province and other legitimate funding sources.
