Ho Chi Minh City Department of Health is seeking customers who used services at Pfizer's cosmetic clinic.

On January 3rd, according to the Ho Chi Minh City Department of Health , authorities have recently dealt with numerous violations in the field of medical examination and treatment at 2B-2C Ho Xuan Huong Street (District 3). They have determined that these clinics show signs of changing ownership and then repeatedly committing administrative violations.

Specifically, on June 11, 2020, the Ho Chi Minh City People's Committee issued a decision imposing administrative penalties on VENUS Beauty Salon at the request of the Department of Health for multiple violations. The additional penalty was the suspension of operations for a period of 9 months.

A few days later, on June 19, 2020, the VENUS International Aesthetic Clinic - a business owned by Dr. NVT, who is responsible for technical expertise and also serves as the business owner, was granted an operating license in accordance with regulations.

Ho Chi Minh City Department of Health is looking for customers who have previously used services at Pfizer's beauty salon (Figure 1).

The beauty salon repeatedly changed its name after being fined and having its operations suspended.

On April 19, 2022, the Inspectorate of the Department of Health issued two Decisions, No. 72/QD-XPVPHC and No. 73/QD-XPVPHC, imposing administrative penalties on the owner of VENUS International Beauty Clinic and Mr. GVĐ (employee) for violations such as employing practitioners without professional certificates; providing medical examination and treatment services beyond their scope of expertise... The additional penalties included revoking the operating license for 3 months and revoking the professional certificate for 2 months.

Two months later, on June 2nd, 2022, the VENUS BY ASIAN Beauty Salon, owned by Ms. LTTV, continued to register its operations at this address with the business activities: Examination and treatment of cosmetic diseases; facial skin care. Subsequently, the Inspectorate of the Department of Health, in coordination with the Police Department for Administrative Management of Social Order - Ho Chi Minh City Police and the Health Department of District 3, conducted an inspection of this facility based on information reported by the press. However, the facility showed signs of resistance, refused to cooperate after the inspection, removed its signboard, and closed its doors.

On May 12, 2023, the PFIZERS business, owned by Ms. TTKM, continued to register its operations at this address, with the business activity being: Skin care. Following a complaint, authorities conducted an inspection and imposed an administrative penalty for the violation of using substances and equipment to alter skin color on the human body. An additional penalty was the suspension of the establishment's operations for 4.5 months.

The scar treatment services offered by this facility are advertised on social media.

However, according to the Department of Health, this PFIZERS business not only failed to comply with the aforementioned penalty decision but also deliberately re-offended by continuing to advertise and perform scar treatments, injections, etc. Based on the compiled records, the Department of Health determined this to be a case of repeated violation, and therefore transferred the entire case file to the Criminal Investigation Agency – District 3 Police for further handling according to regulations.

But shortly after, the establishment changed its logo and signage, adding two "ss" to the name, from "Pfizer" to "Pfizerss," which was then further changed from "Pfizerss" to "PZ Luxury." The house number on the sign was also removed. Simultaneously, the establishment continuously changed its business registration and continued to commit violations.

Based on the compiled records, on October 27, 2023, the People's Committee of District 3 issued a decision imposing administrative penalties on PZ LUXURY Co., Ltd., headed by Ms. NTL, and simultaneously suspending the company's operations for 4.5 months and requiring the removal of advertisements from various websites.

To date, the Department of Health has temporarily suspended the issuance of licenses for cosmetic medical examination and treatment services, as requested by the District 3 Health Department. Simultaneously, additional customer complaints, records, and documents have been provided to the District 3 Police Investigation Agency to further assist in the verification process.

The Department of Health also urges all customers who have undergone cosmetic procedures at Pfizers (surgery, procedures, interventions involving injections, injections, radiation, waves, burning, or other invasive procedures) between June and September 2023 to promptly provide complaints, records, and documents to the Police Investigation Agency – District 3 Police Department for resolution within their jurisdiction.
