A national code of ethics for AI should be issued soon.

Artificial intelligence (AI) is transforming modern life, from education and healthcare to communication and governance. The rapid advancement of AI presents opportunities for growth, but also poses global ethical and safety challenges. Issues of equity, accountability, and public trust are now central to international dialogue aimed at ensuring AI works for the common good.

On the afternoon of December 2nd in Hanoi, a seminar titled "AI for Humanity: AI Ethics and Safety in the New Era" was held. The event, part of the VinFuture 2025 Science and Technology Week, brought together scientists, politicians , and inventors to discuss responsible AI development aimed at humanistic values.

In his opening remarks at the seminar, Deputy Minister of Science and Technology Bui The Duy affirmed that AI is a historic opportunity for Vietnam to make a breakthrough. According to Mr. Duy, Vietnam has become the 32nd largest economy in the world and has all the conditions to enter the AI ​​era, achieve double-digit growth, and strengthen its governance and national defense capabilities.

Today, AI is not just an applied technology, but is becoming an essential infrastructure like electricity, telecommunications, or the Internet; any nation that masters AI will have a significant advantage in socio -economic development and national security and defense.

Therefore, Vietnam is building a national AI supercomputing center, an open data ecosystem, and a self-reliant AI infrastructure, while simultaneously deploying comprehensive AI at a rapid pace, making AI a universal "intelligent assistant" for all citizens to enhance social productivity and expand access to knowledge—a step forward that was previously only accessible to high-level leaders.

Deputy Minister Bui The Duy affirmed that Vietnam is steadfast in developing AI technology according to an open philosophy: open standards, open data, and open source. "Openness" is the path to acquiring global knowledge, mastering technology, developing "Make in Vietnam" initiatives, and contributing back to humanity. "Openness" is also a condition for ensuring safety and transparency in AI applications.

For AI to develop, the domestic market must be large enough; without applications, there is no market, and Vietnamese AI businesses cannot mature. Therefore, according to Deputy Minister Bui The Duy, the State will promote the application of AI in various sectors and government agencies, and the National Technology Innovation Fund will allocate 30-40% of its resources, including AI vouchers for small and medium-sized enterprises, to support AI, so that the Vietnamese market truly becomes a breeding ground for strong AI businesses.

Deputy Minister Bui The Duy also stated that AI poses challenges to ethics, employment, and social trust. Therefore, Vietnam is developing AI in a way that is fast, safe, and humane, where AI assists humans but humans remain the ultimate decision-makers.

In the near future, Vietnam will issue a National AI Code of Ethics, an AI Strategy, and an AI Law with the following guiding principles: risk-based management; ensuring transparency and accountability; putting people at the center; encouraging domestic AI development; developing AI as a driver of rapid and sustainable growth; and protecting national digital sovereignty based on AI data, infrastructure, and technology.

In the digital age, technology is global, but data is local. Critical applications must run on Vietnam's AI infrastructure, harmoniously combining global and national platforms. This presents an opportunity for developing countries, where advantages lie not only in core technology but also in context, culture, data, and the specific challenges of each nation.

Deputy Minister Bui The Duy also affirmed that Vietnam's AI path is defined by the word "And": Global and local; cooperation and autonomy; technology and application; excellence and mass participation; open data and protected data. AI development must be based on four pillars: institutions - infrastructure - human resources - AI culture, interconnected and mutually supportive.

AI and its challenges are an inseparable pair. AI creates challenges, but it also helps solve them: from training the workforce to detecting ethical violations. AI matures through the very problems it creates, and our responsibility is to coexist with it and govern it wisely.

"Vietnam's AI manifesto is: Humane - Open - Safe - Autonomous - Collaborative - Inclusive - Sustainable," Deputy Minister Bui The Duy affirmed.
