"We are focusing on four groups of solutions: Firstly, perfecting the legal system. This is very important, especially having regulations to handle new behaviors emerging in the digital space and digital environment. Recently, we have developed the Law on Personal Data Protection, the amended Law on Cybersecurity, and are currently drafting a Decree on administrative penalties for violations in the field of cybersecurity and personal data protection, which includes many regulations related to handling acts of exploiting technologies such as AI and deepfake to create and disseminate false information. The Ministry of Public Security also coordinated with relevant agencies to develop and advise on the implementation of the Law on Artificial Intelligence, which has been passed by the National Assembly and will take effect from March 1, 2026; which includes very clear provisions on prohibited acts in artificial intelligence activities such as: Prohibiting the use of AI to deceive or manipulate human perception, and prohibiting the collection and use of data in violation of the law. Furthermore, according to the Chief of the Office of the Ministry of Public Security, it is necessary to strengthen solutions for managing artificial intelligence. This management focuses on controlling algorithms; labeling AI content; implementing user identification on social networks; and managing the construction of a safe and healthy cyberspace. These are strategic and urgent tasks that the Ministry of Public Security will advise on and implement.

In addition, focus on measures to decisively combat and handle all types of cybercrime and high-tech crime; strictly punish acts of data trading and information leaks. Recently, the police and functional units, especially cybersecurity units, have been working very aggressively on this issue.

Furthermore, we will strengthen international cooperation in the field of cybersecurity and combating cybercrime, and data protection; especially focusing on promoting the ratification of the Hanoi Convention on Cybercrime. This is a global issue, shared by all countries. The Ministry of Public Security will enhance both multilateral and bilateral cooperation mechanisms, particularly with neighboring countries, in detecting, combating, and eradicating crimes at their root, and eliminating the mentality of committing crimes abroad.

Major General Nguyen Quoc Toan advised that every citizen participating in cyberspace should cultivate a civilized culture of behavior, while also raising awareness of self-vigilance and self-verification of information.
