On March 15, Binh Dinh Department of Agriculture and Rural Development said that the working group chaired by Deputy Minister of Agriculture and Rural Development (Ministry of Agriculture and Rural Development) Phung Duc Tien had just worked with Binh Dinh province on investment preparation and dismantling. Resolve difficult problems for the Investment Subproject to build a storm shelter for Tam Quan fishing vessels in Binh Dinh province.
This is one of the sub-projects under the Sustainable Fisheries Development Project at the Ministry of Agriculture and Rural Development, borrowed from the WB.
According to Mr. Le Van Hien, Head of the Agricultural Projects Management Board (Ministry of Agriculture and Rural Development), up to now, all the survey work, construction and feasibility study report preparation of the storm shelter sub-project Tam Quan in Binh Dinh province has been basically completed by the Management Board and consulting units and has been transferred to consultants for verification, to conduct verification steps and implement the next steps.
In June 6, the Board will present the entire Sustainable Fisheries Development Project, including the Tam Quan storm shelter sub-project. After June 2024, steps will be taken to negotiate an agreement and implement investment in 30 and 6.
Deputy Minister of Agriculture and Rural Development inspects the Tam Quan fishing vessel storm shelter anchorage area (Binh Dinh).
The Tam Quan regional storm shelter construction investment subproject is built and designed according to two options. In particular, option 1, in compliance with the investment policy approved by the Prime Minister, does not have a sand protection dike. Accordingly, the 30,7 ha anchorage area will be dredged, 1.950 m of the channel from the seaport to the anchorage area will be dredged, 2.355 m of shore protection embankment will be built, 9 buoys and 6 signal signs will be installed with a total investment. 378,5 billion VND.
Option 2, according to the investment policy items approved by the Prime Minister and having sand protection dikes to ensure long-term stability of the project, is expected to have a total investment of 710,8 billion VND, including Compensation costs are about 77 billion VND. However, this 77 billion VND does not include compensation costs for 24 hectares of landfill.
According to Deputy Minister Phung Duc Tien, the policy of building Tam Quan fishing port is completely correct.
According to the leader of the Agricultural Projects Management Board Le Van Hien, the Board proposed that the Ministry of Agriculture and Rural Development and the People's Committee of Binh Dinh province agree on option 1, not investing in sand protection dikes to suit the investment policy and reduce time. procedure. For option 2, there is a sand protection dike that will continue to be researched and put into investment in phase 2, to match financial resources...
Vice Chairman of Binh Dinh Provincial People's Committee Nguyen Tuan Thanh said that the province agrees with option 1. However, in the long term, the port needs to invest methodically to achieve high efficiency.
According to Mr. Thanh, in Option 1, a number of additional items need to be added to complete upgrading the fishing port from class 2 to class 1. This is very urgent, related to confirmation of seafood origin.
"Binh Dinh will provide maximum support for this project and implement it in accordance with current regulations," Mr. Thanh affirmed.
Deputy Minister of Agriculture and Rural Development Phung Duc Tien assessed that the policy of building an anchorage area to shelter from storms is urgent. In addition to choosing investment options, functional units need to consider investment efficiency. Mooring ports need to be combined with tourism development, processing, preservation... not just a place to anchor ships and boats.
Mr. Tien noted that the work of site clearance, compensation and resettlement needs to find locations that meet the conditions and suit the people's requirements, especially ensuring openness and transparency.
