On August 20th, in an interview with Thanh Nien newspaper, Mr. Le Minh Quang, Director of the Hai Phong Department of Health , stated that immediately after receiving information from the press about the "Black Rose Self-Help Group" arbitrarily collecting blood samples from students in Hai Son Ward (Do Son District, Hai Phong City) for testing, the Department instructed its specialized departments to urgently clarify the group's activities, including its legality, purpose of blood collection, the medical expertise and qualifications of its members, and whether any members are HIV-positive.
Mr. Quang asserted that the "Black Rose Self-Help" group collected blood samples from students without going through the Department of Health. This group was formed and operates its HIV/AIDS prevention and awareness campaign under the direction of the Vietnam Union of Science and Technology Associations and a non-governmental organization.
Mr. Luu Dinh Dung, Vice Chairman of the People's Committee of Hai Son Ward, Do Son District ( Hai Phong City), said that based on the records of the "Black Rose Self-Reliance" group, as of August 18th, this group had collected hundreds of blood samples for testing from students in Kien Thuy District and Duong Kinh District (Hai Phong City).
Mr. Dung's biggest concern is that the blood sampling process carried out illegally by this group, if not properly managed, will increase the risk of infection for the children and cause public panic, especially since there is currently information that members of the "Black Rose Self-Reliance" group also have HIV.
Mr. Dung hopes that the authorities will soon clarify all issues to reassure the public, especially parents whose children participated in the blood sample collection for testing. Regarding this matter, Mr. Le Minh Quang said he would report to the city to find the best solution, which may involve retesting the children.
