Revise the Law on Practicing Thrift and Combating Wastefulness as soon as possible.

During the discussion session on the morning of April 24th, the Standing Committee of the National Assembly proposed that the Government continue to implement Directive No. 27-CT/TW dated December 25, 2023, of the Politburo on strengthening the Party's leadership over the work of practicing thrift and combating waste. They also requested the early amendment and supplementation of the Law on Practicing Thrift and Combating Waste to institutionalize the Party's policy and bring the work of practicing thrift and combating waste to a new, more substantive and effective stage.

This morning, continuing the 44th session, under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the Standing Committee of the National Assembly gave its opinion on the Government's report on the results of practicing thrift and combating waste in 2024.

Discipline and order in the disbursement of public investment funds have been strengthened.

The Government report, presented by Minister of Finance Nguyen Van Thang, clearly stated that, despite facing many difficulties and challenges, the Government, ministries, sectors, and localities have decisively and effectively implemented the provisions of the Law on Practicing Thrift and Combating Waste, and the Resolutions of the National Assembly and the Government on practicing thrift and combating waste in 2024. The work of practicing thrift and combating waste has seen many changes and achieved important and positive results in various fields, contributing to the successful achievement of socio-economic development goals and targets (achieving and exceeding all 15/15 key socio-economic development targets set)...

Minister Nguyen Van Thang stated that, in the issuance of norms, standards, and regulations, in 2024, the Government submitted to the National Assembly for consideration and approval the largest volume of legislative tasks since the beginning of the term (with 28 laws, 24 resolutions, and initial feedback on 18 draft laws); focusing maximum resources on reviewing and perfecting institutions, laws, mechanisms, and policies to remove difficulties for production and business, maximizing opportunities to attract investment, and promoting economic growth and exports.

The Government and the Prime Minister have issued 185 Decrees, 329 Resolutions, 1,846 Decisions, and 47 Directives; ministries and agencies have issued 35 documents detailing laws and resolutions effective from July 1, 2024, and 69 documents detailing laws and resolutions effective from January 1, 2025.

Presenting the preliminary review report, Deputy Chairman of the Standing Committee on Economy and Finance Le Quang Manh stated that the work of practicing thrift and combating waste in 2024 continued to show many positive changes. The Government identified the prevention and combating of waste as an urgent and priority task; and issued many documents to implement the plan for practicing thrift and combating waste. Focus was placed on directing the review and proposing mechanisms and policies to address bottlenecks causing waste of resources in the economy.

Fiscal and monetary policies in 2024 were managed proactively and flexibly. The principles of openness, transparency, and the requirement to practice thrift and combat waste were thoroughly understood and effectively implemented from the budget planning stage to the allocation, management, and use of state budget funds. The management of state budget expenditures was fundamentally strict and effective; savings were achieved in recurrent expenditures and expenditures that were not truly necessary.

Discipline and order in the disbursement of public investment capital have been strengthened, linked to the responsibility of the head of each agency. Unallocated capital and capital from slow-disbursing projects have been reallocated to nationally important projects, key projects, and projects with better disbursement potential and capital shortages, significantly contributing to the positive results in public investment capital disbursement.

The implementation of national target programs has made significant progress, especially after the National Assembly issued Resolution No. 111/2024/QH15 dated January 18, 2024, on some specific mechanisms and policies for implementing national target programs. The disbursement rate of capital for the national target program on socio-economic development in ethnic minority and mountainous areas increased 1.8 times compared to 2023, and many indicators related to infrastructure and socio-economic development have shown positive changes…

Preventing loss, waste, and corruption related to public assets after mergers.

Essentially agreeing with the preliminary review report on the results of practicing thrift and combating waste in 2024, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that, in order to practice thrift and combat waste, it is necessary to continue to unlock resources, review inefficiently used public assets; remove obstacles for ongoing projects; and revoke the licenses of projects that cannot be implemented…

In the context of reorganizing the political system's apparatus, the Vice Chairman of the National Assembly noted that attention must be paid to managing public finances and assets, especially public buildings and assets after mergers, in order to prevent loss, waste, and corruption, and to ensure their rational and efficient use.

Concluding the discussion, Vice Chairman of the National Assembly Nguyen Duc Hai stated that the Standing Committee of the National Assembly unanimously agreed that the work of practicing thrift and combating waste in 2024 has seen many positive changes and achieved important results in various fields, contributing to the successful achievement of the socio-economic development goals and targets for 2024. The shortcomings and limitations of previous years have gradually been overcome; and the awareness and responsibility for practicing thrift, combating waste, and corruption have improved significantly.

However, reports from the Government, verification reports, and opinions of the National Assembly Standing Committee reveal shortcomings and limitations such as: the slow and incomplete preparation of programs and reports on implementation results by some ministries, sectors, and localities; the slow revision of some regulations on norms, standards, and regimes; the slow progress in rearranging and handling land and housing; continued violations in the management and use of land and mineral resources; and the continued delays in putting projects into use and resolving project obstacles, leading to wasted land and resources.

The Standing Committee of the National Assembly requested that the Government further clarify the causes related to the contents of the National Assembly's thematic supervision resolution on practicing thrift and combating waste in 2023; further specify solutions to promote the practice of thrift and combat waste; continue to implement Directive No. 27-CT/TW dated December 25, 2023, of the Politburo on strengthening the Party's leadership over the work of practicing thrift and combating waste; and promptly amend and supplement the Law on Practicing Thrift and Combating Waste to institutionalize the Party's policy and bring the work of practicing thrift and combating waste to a new, more substantive and effective stage.

The Vice Chairman of the National Assembly emphasized the need to address inaccurate budget estimates, slow budget allocation, high transfer rates, and especially low rates of investment preparation and disbursement of public investment capital. He stressed the importance of continuing to streamline the organizational structure for greater efficiency and effectiveness, innovating and improving the operational efficiency and autonomy of public service units, reducing budget expenditures; and continuing to cut and simplify administrative procedures to save budget expenditures and costs for citizens and businesses, in conjunction with national digital transformation and the application of artificial intelligence in state management.
