On the morning of August 14th, at the National Assembly building, National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the 25th session (August 2023) of the National Assembly Standing Committee to discuss the explanation, acceptance, and revision of the draft Law on Water Resources (amended); to approve the draft Resolution amending and supplementing a number of articles of Resolution 657/2019/UBTVQH14 dated March 13, 2019, of the National Assembly Standing Committee specifying the positions and titles of People's Public Security officers with the highest rank of Lieutenant General and Major General not yet stipulated in the Law on People's Public Security; and to approve the Prime Minister's proposal on the appointment of Ambassadors Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam for the period 2023-2026. Later that afternoon, the Standing Committee of the National Assembly held a thematic supervision session on "The implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on reforming the curriculum and textbooks for general education ." On August 14th, the Steering Committee for Crime Prevention, Social Evils Control, and the Development of the National Security Protection Movement in An Lac Ward (Buon Ho Town, Dak Lak Province) organized the 2023 National Security Protection Day. On August 14th, a Civil Defense drill to respond to natural disasters and earthquakes affecting the Hoa Binh hydroelectric dam in 2023 was held in Hoa Binh City (Hoa Binh province). The Chairman of the Hoa Binh Provincial People's Committee and Head of the Drill Organizing Committee, Mr. Bui Van Khanh, emphasized that the drill contributed to further affirming the principles of civil defense operations and the State's policies on civil defense; more clearly identifying timely and accurate information on incidents and disasters; and assessing the situation of the Disaster Prevention and Search and Rescue and Civil Defense Command at all levels to advise Party committees and authorities on applying appropriate measures at each level of civil defense. The drill also defined the responsibilities for developing and implementing civil defense plans and measures to be applied when there is a risk of incidents or disasters, in accordance with the practical situation at each level and in each locality. On August 14th, the Dien Bien Provincial Border Guard Command announced that the Na Co Sa Border Guard Station (Dien Bien Provincial Border Guard) had coordinated with other functional forces to arrest Khang A Cau (born in 1977, residing in Huoi Po Village, Na Co Sa Commune, Nam Po District) for illegally trading narcotics. The seized evidence included 400 synthetic drug pills and 221 grams of heroin. In the early morning of August 14th, a multi-vehicle traffic accident involving three passenger buses traveling in the same direction occurred at Km1243+300 on National Highway 1, in Hoa Vinh ward (Dong Hoa town, Phu Yen province). Fortunately, there were no casualties, but all three buses sustained significant damage. By 9:00 AM the same day, authorities had completed removing the damaged buses from the scene and assisted passengers in continuing their journeys. On the afternoon of August 14th, the Bac Lieu Provincial Police issued a decision to initiate a criminal case for murder at the Paris Night Bar; and temporarily detained Nguyen Trung Trang (born in 1991, residing at 06 Phan Dang Luu Street, Binh Dinh Ward, An Nhon Town, Binh Dinh Province; temporarily residing in Ward 3, Bac Lieu City; working as a security guard at Chill Garden Bar) for investigation and clarification of the crime of murder under Clause 1, Article 123 of the Penal Code. On August 14, North Korean state media reported that leader Kim Jong-un called for a “rapid” improvement in missile production capabilities to better meet the needs of the front lines and missile units. On August 14, the South Korean Ministry of Foreign Affairs announced its decision to provide a $2 million humanitarian aid package to support the US state of Hawaii, which was devastated by a series of wildfires on Maui Island. The Hawaii wildfires have become the most serious disaster in the US in over a century, killing at least 93 people and leaving thousands homeless. Estimated damage could reach at least $6 billion. Japanese authorities have announced the cancellation of some Shinkansen bullet train services and flights due to Typhoon Lan, which is moving towards the country's west coast, potentially affecting many people during the Obon holiday. As of 9:00 AM local time on August 14th, Typhoon Lan was located 260 km southeast of Shionomisaki Point in Wakayama Prefecture and was moving northwest. The Japan Meteorological Agency (JMA) reported wind speeds of up to 198 km/h.
