According to the establishment decision issued by the Prime Minister, the Southern Hai Phong Coastal Economic Zone covers an area of 20,000 hectares (of which approximately 2,909 hectares are reclaimed land), located in the southeastern part of Hai Phong city, with functional zones suitable for the economic zone's development goals. With the best conditions and highest incentives to create international competitiveness, with a focus on a free trade zone, the Southern Hai Phong Coastal Economic Zone is oriented to become a 3.0 generation ecological economic zone, multi-sectoral, focusing on high-tech industries and modern logistics; a hub for Hai Phong to participate in regional and global value and supply chains.
Comrade Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, informed that, as of now, the general planning of the Economic Zone has been submitted to the Ministry of Construction for appraisal and the Prime Minister for approval, expected to be approved in June 2025. Following that, the bidding process and selection of consulting contractors will take place in August 2025. Regarding the progress of projects within the economic zone, to date, two projects, namely Tan Trao Industrial Park (phase 1) and Ngu Phuc Industrial Park (phase 1), have received investment approval decisions. Projects currently being submitted for the Steering Committee's opinion include: Tien Lang Airport Industrial Park; Tien Lang 2 Industrial Park (phase 1); and Tran Duong - Hoa Binh Industrial Park (Zone B). The Hai Phong LNG Thermal Power Plant project and the Tran Duong - Hoa Binh Industrial Park (Area A) are currently seeking approval for investment... All planning projects closely adhere to the guidelines of Resolution 45/NQ-TW and the plans and orientations for the development of high-tech, ecological, and modern industries.
Attracting high-quality FDI flows.
With the aim of creating a new impetus and vitality for the Southern Hai Phong Coastal Economic Zone, the city plans to hold an Investment Promotion Conference on July 15th. This is a side event of the APEC conference and aims to highlight the city's attractiveness to investors. According to Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, the conference is expected to award investment policy decisions and investment registration certificates to 21 eligible projects.
At a recent meeting of the Steering Committee for the Development of the Southern Coastal Economic Zone in Hai Phong, Comrade Le Tien Chau, Member of the Central Committee of the Party, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation, and Head of the Steering Committee, acknowledged the progress in completing the planning tasks for the Economic Zone, noting that it closely followed requirements. However, he urged units to continue closely monitoring the Central Ministries and agencies to accelerate progress; and to promptly organize bidding to select a consulting unit for implementation. He also instructed the Hai Phong Economic Zone Management Board to develop a specific timeline for each task to ensure timely monitoring and supervision. Secretary Le Tien Chau also directed a review of industrial clusters within the Southern Coastal Economic Zone; if they meet the necessary scale and conditions, they should be developed into industrial zones. The remaining clusters should continue to be developed, but according to an ecological model. Regarding the Free Trade Zone, after the 9th session of the 15th National Assembly approved the special mechanisms and policies for the development of Hai Phong city at the end of June, further calculations of its scope are needed. Investors will coordinate to determine the area and development orientation for each zone. It is expected that Hai Phong will develop Free Trade Zones in three locations: Tien Lang, Nam Dinh Vu, and the Xuan Cau Free Trade Industrial and Service Zone.
According to the plan, by 2030, the Southern Coastal Economic Zone will become the main driving force of Hai Phong's economy, reaching 80% of the capacity of the Dinh Vu - Cat Hai Economic Zone in 2023, playing a particularly important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, and acting as a driving force for the development of the entire region; attracting social investment of 700 trillion VND; achieving an industrial production value of 2 trillion VND; contributing 550 trillion VND to the budget; and creating more than 300,000 jobs... Most importantly, this will be the "eagle's nest" welcoming the wave of investment from large domestic and foreign corporations and enterprises heading towards Hai Phong, especially in the chip, semiconductor, and electronics industries. This will create a significant advantage for Hai Phong in attracting high-quality FDI capital. With a proactive and decisive spirit, we are confident that the Southern Coastal Economic Zone will be established as soon as possible, contributing to Hai Phong's breakthrough development and leading the way in the nation's new era.
