Not only is it an important solution to improve the investment and business environment, the DDCI Thanh Hoa also conveys the province's proactive approach and concern for the business community, aiming to build a sustainable business community based on a transparent and equitable investment and business environment.

Continuing the promotion race.

After three seasons of publication, the Thanh Hoa DDCI Index has proven to be a meaningful and powerful tool for departments, agencies, and localities to build upon their achievements; and to address limitations, bottlenecks, and business dissatisfaction with their economic management tools. All of this aims to create positive changes in state management and promote the development of the business community.

According to representatives of the Vietnam Chamber of Commerce and Industry - Thanh Hoa - Ninh Binh Branch (VCCI Thanh Hoa - Ninh Binh), monitoring the results of the Thanh Hoa Provincial Competitiveness Index (DDCI) and the fluctuations in the rankings each year, it is easy to see positive and strong changes in both awareness and actions at departments, agencies, and localities. With each announcement season, each department, agency, and locality has seriously considered and pondered new solutions to improve the quality and operational capacity of their units. For example, before the 4th annual DDCI announcement season, several departments and agencies organized conferences to assess areas for improvement and identify bottlenecks that need to be addressed to improve their ranking. Many units have established and publicly displayed their hotlines to promptly receive and respond to feedback and suggestions from businesses and citizens; Instructing officials and staff to strictly adhere to the "three no's" in handling administrative procedures and general work: no harassment or intimidation; no request for additional documents more than once during the verification, assessment, and processing of work; and no delays in meeting deadlines.

In fact, the past three years have seen fluctuations and changes in the rankings and scores of the evaluated entities compared to previous years. For example, in the 2023 DDCI survey, Yen Dinh district made a strong impression by climbing 16 places, from 26th in 2022 to 10th in 2023. Bim Son town also rose 12 places, from 20th in 2022 to 8th in 2023. Among the departments and agencies, the 2023 DDCI survey results showed the Department of Industry and Trade taking the top spot, replacing the Customs Department from 2022.

Along with the ranking, and also according to the recommendations of VCCI - Thanh Hoa - Ninh Binh Branch, the DDCI results also suggested aspects that some localities need to pay special attention to improving, namely: Although the index for supporting businesses has improved in score, in some localities, the work of receiving citizens and holding regular dialogues with businesses is still not being carried out well; the percentage of businesses invited to participate in business dialogue activities in some localities is still low; at the same time, the business community in some localities still does not highly appreciate the seriousness in handling business recommendations.

Implementing the indicator set for the 4th year.

According to the VCCI Thanh Hoa-Ninh Binh Branch, in its fourth year, the Thanh Hoa DDCI index continues to maintain eight component indicators: Transparency and access to information; dynamism and the role of leaders; time costs; informal costs; fair competition; business support; legal institutions; and access to land. In addition, the DDCI continues to survey several other areas that, while not directly relevant for ranking among units within the same group, have a significant impact on the production and business activities of enterprises, aiming to position enterprises at the center and as the driving force of reform, such as labor training and the effectiveness of the judicial system.

Mr. Nguyen Hoai Nam, Deputy Director of VCCI Thanh Hoa - Ninh Binh, said: “This year, we continued to conduct the survey using three methods: sending questionnaires via postal mail with over 6,000 questionnaires distributed, online surveys, and direct interviews. Along with extensive communication efforts, provincial and district-level business associations have also actively encouraged members to participate in the survey, ensuring honest and objective evaluations. The number of survey responses collected this year increased by more than 25% compared to last year, which is a positive sign that the evaluation results will have a more diverse, objective, and representative perspective. Currently, VCCI Thanh Hoa - Ninh Binh has completed the survey collection and is verifying and cleaning the data, preparing a report to seek guidance from the Provincial People's Committee on organizing the announcement ceremony, which is expected to be held at the end of April 2025.”

In 2023, the Provincial Competitiveness Index (PCI) of Thanh Hoa province showed positive signs, rising 17 places compared to the previous year. This is a welcome sign, reflecting and appropriately recognizing the efforts and determination of the entire political system in improving Thanh Hoa province's PCI ranking in recent years, including the implementation of the DDCI index. The "buzz" from this year's DDCI ranking is expected to continue to create momentum for emulation, encouraging each department, agency, and locality to proactively develop leadership and management solutions for the economy in the coming period.
