In the process of opening new roads, what remains is not just the shared square meters of land, but also how the Party's policies "touch" the hearts of the people. There, cadres, Party members, branch secretaries, village/neighborhood leaders, or village elders and community leaders—those with prestige in the community—have truly become "bridges," silently and effectively. They go from street to street, knocking on every door, patiently explaining and persuading people using their own prestige and responsibility, setting an example, readily donating land first, demolishing structures first, so that people trust and follow suit.


In Ha An 13 area, Ha An ward, Ms. Ngo Thi Luyen, Party Secretary and Head of the area, is one such person. Together with the Front Committee and other organizations, Ms. Luyen persistently visited each household whose land was subject to land clearance, persuading them with a "slow and steady" approach, using sincerity and empathy to convince them. From initial hesitation, the people gradually understood, agreed, and voluntarily donated hundreds of square meters of land, creating favorable conditions for the project to be implemented smoothly.
Thanks to this, the road connecting Hong Ha Street to Dai Thanh Street in the area, which was previously only over 2 meters wide, has now been widened to over 7 meters and is entering its final stages of completion, ready for use. This is not just a transportation project, but also a vivid testament to the power of unity, where the Party's will meets and blends with the people's aspirations.

Sharing about the mobilization process, Ms. Ngo Thi Luyen said: "As the Party Branch Secretary and Head of the neighborhood, I always believe that 'actions must match words.' As soon as the plan to expand the road was announced, my family took the lead in donating more than 20 square meters of land, proactively dismantling the gate, and moving the newly built fence worth nearly 100 million VND to hand over the land to the construction unit early. I, along with other village officials, patiently explained to the people the long-term benefits of opening the road: more convenient transportation, safer access to school for children, and improved conditions for business and economic development. From there, the people gradually changed their thinking, from hesitation to agreement, and then happily donated land and joined hands to expand the new roads."
"Party members lead the way, the people follow" - this motto is no longer just a slogan, but is present in every concrete action, in every change in people's awareness of "every inch of land is worth its weight in gold." Through exemplary conduct, responsibility, and a persuasive approach imbued with human compassion, seemingly difficult tasks become simple and natural.

In the border region of Phai Lau, Hoanh Mo commune, the story of donating land for roads, community centers, and playgrounds has become commonplace in the mindset and lifestyle of the local people. Prominent among them is Mr. Tang Dau Tinh, a Dao ethnic minority man and respected figure in the village, who voluntarily donated nearly 200 square meters of land, mostly used for growing fruit trees and vegetables – the main source of income for his family – to help the village build roads, construct a community center, and create a common activity area.
Mr. Tinh shared: "For the people here, having a new road, a spacious cultural center, and a large playground is not only a joy but also a shared pride of the entire village. Each person contributes a little, and great things can be accomplished. Today we donate land, tomorrow others contribute labor and effort, together we create a common place for our children and grandchildren. Having a place for village meetings and a playground for children strengthens our bonds. Once we've built it, we must work together to maintain and protect it, keeping it clean and beautiful for a long time, so that future generations can enjoy it."


It is from these simple yet profound thoughts that the spirit of solidarity and unity in implementing the policy of upgrading and renovating urban areas and residential zones in the province has been strongly awakened and spread. Private plots of land gradually become shared spaces, not only expanding infrastructure but also strengthening community bonds and improving the spiritual lives of people in the highlands. From a sound policy that puts the people at the center and makes them the beneficiaries, the program to upgrade existing urban areas and residential zones has mobilized the entire political system, from Party committees and governments to individual residential groups and neighborhoods, creating a powerful consensus that gradually narrows the regional gap and transforms the face of the homeland.

Community working together
In the spirit of "the State and the people working together," these days, walking through residential areas, one can easily see fences being moved further inward, gates being dismantled, and structures that have been a part of their lives for many years being voluntarily relocated by residents to make way for new roads. There is no coercion, no demands for compensation; everything begins with voluntariness and consensus. Every square meter of land shared, every structure dismantled, has contributed to creating straighter, wider, and more spacious roads.
In the Song Khoai 8 area of Hiep Hoa ward, the story of Mrs. Ngo Thi Mien's family has touched many hearts. Mrs. Mien's family has voluntarily donated land three times, moving their fence further back, giving up nearly 60 square meters of land, along with their entire corrugated iron roof, to widen the internal road. Each donation meant accepting a loss, a change in their familiar living space, but for Mrs. Mien, the greatest joy is that the road in front of her house is becoming more spacious, clean, and beautiful, making it safer for her children and grandchildren to travel.
Ms. Mien shared: "Initially, I felt a little hesitant and regretful, because it was all family property accumulated over many years. But thinking more broadly, the road doesn't just serve our family, but also the whole neighborhood and village, so my family and I all agreed. Each time we donated land, the road got a little wider, making travel more convenient. Seeing the villagers happy and our children going to school safely, I'm happy too. There's a small loss, but the common good is much greater."

The story of Mrs. Mien is not unique; in many places, beautiful acts of kindness are quietly continuing. In Zone 11, Ha An Ward, the image of Mrs. Nguyen Thi Lap (85 years old) slowly signing the land donation form has moved many people. At her advanced age, when many people choose to enjoy a peaceful life with their children and grandchildren, Mrs. Lap did not hesitate to give up her family's land, contributing a small part to expanding the neighborhood's road. For her, it's not a big deal, but simply "thank you to the Party and the State for giving me the life I have today; now that there's a common cause, I'll contribute." Thanks to the joint efforts of Mrs. Lap and many other households, the Van Hung road, over 700 meters long and with a total investment of over 11.5 billion VND, is gradually completing its final stages, opening up a more spacious and clean appearance for the entire residential area.
Such heartwarming stories are no longer isolated incidents, but are happening throughout Quang Ninh. In 2025, when the entire province simultaneously implements more than 500 urban and residential area renovation projects with a total resource of approximately 2,300 billion VND, thousands of households have voluntarily donated land, dismantled gates, fences, and auxiliary structures… to expand public roads. From rural areas to urban centers, from mountainous regions to border islands, the spirit of sharing and consensus can be found everywhere. The movement of donating land for road construction has therefore not only remained a grassroots mobilization activity, but has become a "movement of the people's hearts" in the mining region, where every citizen feels they are a part of the transformation journey of their homeland.

To date, the program to upgrade and renovate existing urban areas and residential zones is still being vigorously implemented in 54 communes, wards, and special zones throughout the province. New roads are being built, demonstrating the confidence, unity, and aspiration to build an increasingly civilized and modern Quang Ninh, and the determination to realize the goal of the province soon becoming a centrally-governed city.
In Dong Ngu commune, the changes are clearly visible on every road and in every residential area after a year of vigorous implementation of the urban and rural beautification program. By 2025, with 7 projects completed, thousands of square meters of land have been voluntarily donated by residents, contributing to expanding transportation routes, improving living spaces, and making the rural landscape increasingly more attractive, clean, and civilized.
To achieve these results, the Party Committee and the government of Dong Ngu commune have chosen a systematic, persistent, and people-oriented approach. Mr. Vi Quoc Phuong, Chairman of the People's Committee of Dong Ngu commune, affirmed: "To gain the trust and support of the people, first and foremost, officials must be exemplary, transparent, and practice what they preach." From the very beginning of implementing the policy, the commune publicly disclosed the plan and implementation roadmap, organized public meetings, held direct dialogues, and listened to every opinion and concern of the people. At the same time, they leveraged the role of Party branch secretaries, village heads, and influential community leaders to disseminate information in an easily understandable and approachable way, focusing on the practical interests of the people. In 2026, Dong Ngu commune will continue to implement 18 infrastructure improvement and upgrading projects. What is valuable is that the spirit of consensus and cooperation among the people remains strong and widespread. People continue to donate land, contribute labor and effort, and work together with the government to complete the criteria for new rural development, aiming towards building a modern new rural area.
The completed, ongoing, and soon-to-be-completed projects have not only transformed the urban landscape but also improved infrastructure and the quality of life for the people. Quang Ninh today seems to have donned a new, bright, and vibrant coat. From remote villages to densely populated residential areas, from rural to urban, from mountainous regions to plains… the newly opened roads facilitate travel and trade, shortening the distance between regions and significantly improving the quality of life for the people.
And above all, behind those paths lies the convergence of the Party's will and the people's aspirations – where each citizen is not only a beneficiary but also an active participant, directly contributing their efforts and hearts to change. It is this inherent strength that has created and continues to create a dynamic, modern, and distinctive Quang Ninh, gradually realizing its aspiration to become a centrally-governed city.
