Intellectual property asset ownership

Over the past period, intellectual property activities, registration for protection, and development of intellectual property assets have always been a priority for the provincial science and technology sector, resulting in many positive changes.

Key products of the province and unique local products are given attention and support in registering and establishing industrial property rights. The development of intellectual property for local products has made a significant contribution to the socio -economic development of the province. The added value of intellectual property has become an effective tool to help organizations and individuals producing and trading in the province exploit and enhance the economic value of their products and goods.

Leveraging its role as a specialized agency, the Department of Science and Technology proactively advises the Provincial People's Committee on the issuance of several management documents on intellectual property and implements activities to support the development of intellectual property assets. The department consistently promotes the dissemination of information on state management of intellectual property. The Department of Science and Technology collaborates in implementing numerous training, workshops, and awareness campaigns on intellectual property, significantly contributing to raising the knowledge and awareness of all levels, sectors, and businesses regarding intellectual property and legal regulations on intellectual property in general, and industrial property in particular.

In 2025, the Department of Science and Technology provided funding for the registration of domestic intellectual property protection for 38 trademarks and 3 inventions, totaling over 483 million VND. It also assessed and granted certificates of the right to use the Phu Quoc geographical indication for fish sauce products to 5 businesses. Furthermore, it issued 44,000 An Giang certification marks to 4 establishments and renewed the right to use the “An Giang” certification mark for 1 establishment. Notably, the Department of Science and Technology implemented two tasks: managing the development of the collective trademark “Ha Tien Dried Shrimp” and building the “Phu Quoc Fish Cake” trademark for the Phu Quoc Special Economic Zone.

The total number of applications for industrial property rights and patents exceeded 25% compared to 2024. In fact, many inventions in the province have been maintained and have high commercialization potential, such as: the invention of a breathable helmet with a thermoelectric cooling system, which has maintained protection for 11 years; and the invention of a method for embroidering double-sided cross-stitch with different colors, which has maintained protection for 8 years.

According to Mr. Le Quoc Cuong, Deputy Director of the Department of Science and Technology, statistics show that local specialty products, after being branded and having their intellectual property developed, have shown positive changes. Product value has increased by 10-15% and remained stable over the years, and the consumer market has expanded. The reputation and prestige of the products are gradually being affirmed, thereby gradually raising awareness within the community about building and developing products based on intellectual property tools, contributing to increasing the value of goods in accordance with national standards and meeting the requirements of the export market.

On December 10, 2025, the Law amending and supplementing several articles of the Intellectual Property Law was passed by the National Assembly and will take effect on April 1, 2026, marking a significant shift in the thinking regarding the management and exploitation of intellectual property assets. While previous legal regulations primarily focused on protecting rights and handling infringements of intellectual property, the amended Intellectual Property Law opens up a new way of thinking, transforming intellectual property into a real asset with economic value, which can be valued, bought, sold, mortgaged, contributed as capital, and circulated like other assets of businesses. This is not merely a legal change, but a reform of thinking, establishing a foundation for intellectual property to become a driving force for growth in the new development phase of the country and the province.

With the addition of mechanisms for valuing, buying, selling, contributing capital, and mortgaging intellectual property rights, the amended Intellectual Property Law is expected to facilitate the development of intellectual property transactions, gradually forming a technology and intellectual property market. To truly implement intellectual property asset ownership and create a strong impetus for innovation and development, the province encourages businesses to improve their intellectual property management capabilities, valuation organizations to professionalize, and management agencies to improve the database on intellectual property transactions. In addition, credit institutions should develop risk assessment models suitable for intellectual property, instead of applying traditional standard frameworks.
