A human resource springboard for Vietnam's nuclear power dream.

The government has officially approved the Project "Training, fostering and developing human resources for state management, research and development, application and technical support in the field of atomic energy" according to Decision No. 893/QD-TTg.

The project aims to shape a new image for the country's nuclear industry on its journey towards the 2050 milestone.

Key tasks for the long-term vision

In the context of energy security and sustainable development becoming pressing issues, mastering nuclear technology is no longer an option, but a necessity.

Training, fostering, and developing human resources in the field of atomic energy must adhere closely to the Party's guidelines and the State's policies and laws; and be implemented in conjunction with the strategy and planning for the development and application of atomic energy.

The plan clearly identifies human resource development as a central, key, and long-term strategic task, playing a decisive role in mastering technology, achieving strategic autonomy; and ensuring the safety, security, and sustainable development of activities in the field of atomic energy.

The project is designed according to a well-structured roadmap with specific milestones. By 2030, the goal is that 100% of state management personnel from the central to local levels must be trained and equipped with sufficient capacity to perform state management tasks related to radiation safety, nuclear safety and nuclear security, and the application of atomic energy.

Developing human resources in the field of atomic energy is a central, key, and long-term strategic task.

Specifically, the national radiation and nuclear safety agency must have at least 30% of its core experts with international qualifications to assess and license large projects such as nuclear power plants or research reactors.

Looking further ahead, by 2035, the vision will focus on forming strong research groups capable of mastering small modular reactor (SMR) technology and future nuclear power projects.

By 2050, Vietnam expects to possess a complete national training ecosystem, where domestic experts will not only master technology in healthcare and industry but also be capable of participating in the global core value chain.

Breakthroughs through mechanisms and integration.

The project adopts a multi-faceted approach; instead of relying solely on the budget, the government encourages strong participation from the private sector and promotes international cooperation, particularly with the International Atomic Energy Agency (IAEA).

Attractive salary, bonus, and special benefits packages will be developed to attract and retain top talent in this field.

In addition, digital transformation is also a key focus, as the Project requires the application of artificial intelligence (AI) and big data to the training process, building a modern simulation system so that trainees can practice in a near-realistic environment.

The Ministry of Science and Technology will play the role of "conductor," coordinating with the Ministries of Education and Training, Industry and Trade, Health, etc., to synchronously implement tasks ranging from assessment and research to the application of radiation in daily life.

Decision 893/QD-TTg demonstrates Vietnam's determination to pursue nuclear energy for peaceful purposes.

When human resource barriers are removed through a transparent mechanism and a scientific roadmap, nuclear power will no longer be a distant concept, but will become an important driving force for sustainable socio-economic development.

This is the time for key research and training institutions such as Hanoi University of Science and Technology or the Vietnam Atomic Energy Institute… to begin realizing the nation's atomic dream.
