Government revenue is improving.

Like many other localities, in 2024 Tam Ky City faced many difficulties in budget revenue collection, especially the land use fee, which had to be adjusted down by 180 billion VND. Despite this, with concerted efforts, the city's budget revenue reached its target with encouraging results.

Total state budget revenue in the area in 2024 reached VND 1,681 billion, achieving 111% of the provincial budget estimate and 102% of the city People's Council's budget estimate (after adjustment); of which revenue generated from economic activities amounted to VND 1,680 billion.

According to the city's assessment, for the first time in many years, several budget revenue items met or exceeded targets, such as non-state enterprise tax, personal income tax, and registration fees.

Most communes and wards exceeded their budget revenue targets in 2024. As a result, total local budget expenditure reached VND 1,563 billion, achieving 174% of the provincial budget estimate and 132% of the city budget estimate; of which development investment expenditure was VND 654 billion, achieving 350% of the provincial budget estimate and 145% of the city budget estimate.

In the field of public investment, particularly in urban infrastructure development, compensation, land clearance, and resettlement, 2024 also marks a significant milestone for Tam Ky, with many positive changes taking place.

During the year, the city approved 58 compensation, land clearance, and resettlement plans, totaling 9.4 hectares of land with a value of over 87 billion VND. Land clearance was basically completed, construction was organized to create land reserves and ensure drainage for several key projects such as the Nguyen Hoang ring road connecting to Khe Sung stream, the asphalt paving of Bach Dang road, the Nguyen Du - Bach Dang intersection, connecting infrastructure north of the commercial center, upgrading the N24 canal and the road along the canal in Hoa Huong ward, and several school projects…

Infrastructure connection projects (according to Notice 98, dated January 22, 2021, of the Provincial Party Committee Standing Committee) continue to receive attention and be implemented and accelerated, striving for completion in the 2021-2025 period (27 projects).

Expectations for a breakthrough in 2025

Tam Ky City has identified 2025 as a breakthrough year, aiming to achieve the highest possible results and contribute to fulfilling the socio-economic development plan targets for the 2021-2025 period; laying the groundwork for the new 2026-2030 phase.

Accordingly, the city has set 15 key socio-economic development plan targets for 2025 that are equal to or higher than those of 2024. These targets include focusing on economic development; resolving obstacles, completing land clearance, and accelerating the progress of ongoing urban development projects such as the Northwest model area, An Phu ward residential area, and Truong Xuan market street; and fundamentally completing land clearance for the Tam Thang and Thuan Yen industrial zones.

In 2025, Tam Ky will continue to promote breakthrough tasks; especially prioritizing investment capital to continue implementing many key projects, urban drainage schemes, residential areas, and transportation routes such as the Tam Ky river embankment, Nguyen Hoang ring road, N10 road and residential areas on both sides of the road…

In terms of budget, based on the results achieved in the past year, the city has projected revenue for 2025 at 2,030 billion VND, equivalent to 120% of the 2024 figure and 114% of the provincial budget allocation for 2025 (1,777 billion VND).

Notably, the provincial budget for land use fee revenue in 2025 is 87 billion VND, but the city projects revenue of 330 billion VND (compared to 220 billion VND in 2024). In addition, several other revenue sources account for a significant proportion, such as non-state enterprise tax at 172 billion VND, personal income tax at 53 billion VND, and registration fees at 54 billion VND.

According to Mr. Nguyen Quang Tuan, Head of the Finance and Planning Department of Tam Ky City, the budget revenue target for 2025 is projected to increase by 253 billion VND compared to the provincial target and by 350 billion VND compared to 2024.

The increase in revenue is due to the increased need to ensure the city's investment expenditures; it also stems from the requirement for the city to have 2,000 land plots eligible for auction. The city will also have solutions and directions to ensure revenue collection and avoid further adjustments to revenue collection.

According to Mr. Nguyen Duy An, Chairman of the People's Committee of Tam Ky City, in 2024, three targets were not met but showed good growth: the construction industry increased by 13.9% (target 16.5%); the trade and service sector increased by 7.06% (target 12.5%); and the agriculture, forestry, and fisheries sector increased by 2.1% (target 4%). Another highlight is that for the first time in many years, budget revenue in some areas met or exceeded the plan.

Regarding the tasks for 2025, the city will continue to accelerate land clearance to attract investors, focus on urban development, night-time economy, and organize sidewalk trading; research and improve new tourism products to create appeal for tourism.

Focus on investment promotion to attract more large businesses and investors. Public investment in 2025 is also expected to flourish with many large projects impacting the city's socio-economic development, such as Hung Vuong road and the dredging of Truong Giang river...
