Give them a "fishing rod".
Mr. Ma Van Phong's family in Tho village was originally a poor household, with their income mainly dependent on farming. In 2024, he received support in the form of 9 breeding goats from the National Target Program for Sustainable Poverty Reduction. Since that initial support, his family's goat herd has grown to 14. From selling the goats for meat, his family earns over 40 million VND annually.
Mr. Phong shared: “When we participated in the goat farming livelihood model, my family was very excited because goats are easy to care for, mainly eating leaves from the garden. Therefore, the cost of care is not high, and thanks to the breeding goats, my family has daily work and additional income to support our children's education. By the end of 2024, my family had escaped poverty. I will continue to strive in farming and livestock raising to develop our economy .”

Not only in Tho village, but also in Chuong village, funding from the livelihood diversification and sustainable poverty reduction project has supported 3 households in raising commercial black pigs (12 pigs/household), 1 household in raising breeding goats (10 goats), and 5 households in raising breeding sows (2 sows/household).
Mr. Ma Van Tu, Head of Chuong village, affirmed: The provision of livestock and technical support has yielded clear results. The villagers no longer have a passive mindset but are proactively learning to escape poverty sustainably.
The approach of giving "fishing rods" instead of "fish" has been creating positive changes in poverty reduction efforts in Tan An commune. To date, the commune has effectively implemented projects for breeding pigs, commercial pigs, and breeding goats in a value chain, supporting 47 poor households and 34 near-poor households with a total budget of over 2.8 billion VND.

Diversifying livelihoods
Recognizing livelihood diversification as a key solution, Tan An commune has flexibly integrated funding from the National Target Program to build models suitable to the soil and farming skills of its people. A new aspect of the commune's approach is that it not only provides livestock but also essential supplies such as feed, veterinary medicine, and especially hands-on training.
Technical training courses are regularly organized in villages, helping people access biosafety farming methods and effectively prevent and control diseases. The shift from self-sufficient production to value chain linkages has helped ensure a more stable market for farmers' products.
Comrade Dong Van Ha, Vice Chairman of the Tan An Commune People's Committee, said: Although the implementation of the National Target Program for Sustainable Poverty Reduction faced many difficulties due to the low economic starting point and outdated mindset of some people, with the high determination of all levels of government to narrow the gap in socio-economic life and developed economic regions, the commune has issued many synchronized support policies, creating conditions for people in difficult villages to have more motivation to strive to improve. Especially regarding the mindset and methods in economic development and living standards of ethnic minorities. As a result, the percentage of poor and near-poor households in the commune has decreased significantly. From 707 households (accounting for 28%) at the end of 2024 to 623 households (accounting for 25%) at the end of 2025.
Despite achieving encouraging results, the challenge of sustainable poverty reduction in Tan An remains significant, particularly the risk of re-poverty due to natural disasters and epidemics. Therefore, the commune has developed a specific roadmap for the next phase, aiming to reduce the multidimensional poverty rate to below 4% by 2026 and reduce the poverty rate among ethnic minority households by an average of 5% or more annually.
“To achieve this goal, Tan An has identified key solutions as follows: Improving the quality of annual poverty household review and monitoring according to proper procedures, democratically and transparently; promoting livelihood support, production development, job creation, and replicating effective production models; prioritizing occupations suitable to local conditions; supporting poor households with plant and animal breeds, essential supplies, and technology transfer; promoting vocational training, job placement, and supporting poor laborers to work in industrial zones or participate in overseas labor export programs; and prioritizing capital allocation for livelihood support and production development activities…”, Comrade Ha shared.
Poverty reduction is not a one-day or two-day affair, but a persistent and sustained process. With solid steps in creating livelihoods, Tan An commune is gradually helping people realize their dreams of prosperity, contributing to the increasingly vibrant face of the rural area.
