Special mechanism opens up golden opportunities
In order to attract and effectively utilize resources, especially the private economic sector, in implementing the tasks of developing Khanh Hoa province in accordance with the spirit of Resolution No. 09, dated January 28, 2022 of the Politburo on building and developing Khanh Hoa province to 2030, with a vision to 2045 and Resolution No. 04, dated January 10, 2022 of the Government on promoting decentralization and delegation of power in state management, on June 16, 2022, the National Assembly issued Resolution No. 55 on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province. The policies in Resolution No. 55 of the National Assembly have initially shown effectiveness in the socio-economic development of the province.

According to the leader of the Department of Finance, in 2023, Khanh Hoa province will receive an additional 60.4 billion VND from the central budget revenue increase source according to Resolution No. 55 and 9.4 billion VND in excess revenue bonus in 2023. In 2024, the Provincial People's Committee sent an official dispatch to the Ministry of Finance, proposing to reward the central budget revenue in 2024 with an amount of 524.9 billion VND, of which the excess revenue bonus according to the special mechanism of Resolution No. 55 is 495.5 billion VND. Thanks to that, resources have been added to successfully implement the goal of building and developing Khanh Hoa province according to Resolution No. 09.
Regarding the policy of implementing land recovery preparations in Van Phong Economic Zone (EZ) and Cam Lam district (old), on March 28, 2024, the Provincial People's Council passed Resolution No. 13 on promulgating the list of projects to be organized for investigation, survey, measurement, inventory, and verification of land origin and assets attached to land in Van Phong EZ (for Tu Bong High-end New Urban Area Project and Dam Mon High-end New Urban Area Project). Van Phong EZ Management Board signed a contract with the Land Fund Development Center of Van Ninh district (old) to conduct investigation, survey, measurement, inventory, and verification of land origin and assets attached to land in Van Phong EZ for the above 2 projects, with an implementation period of 16 months from February 21, 2025.
Up to now, there have been 3 projects in the project list that the Provincial People's Council has allowed to separate the compensation, support, resettlement, and site clearance projects from the public investment project, which have completed the investment policy approval procedures and are carrying out the investment decision approval procedures for the component projects, including: Dien Khanh District Inter-regional Traffic Road Project; Upgrading and renovating Provincial Road 6 - DT.651G (section 2) Project; Coastal Road Project from Van Luong Commune, Van Ninh District to Ninh Hoa Town...
Mr. Chau Ngo Anh Nhan - Director of the Department of Finance assessed that after 3 years of implementation, the specific policies in Resolution No. 55 of the National Assembly have gradually promoted their effectiveness in promoting the socio-economic development of the province; accelerating compensation and site clearance for key public investment projects; accelerating the investigation, survey, measurement, inventory, and verification of land origin and assets attached to land for projects of strategic investors; supporting Khanh Son and Khanh Vinh districts to invest in developing two mountainous districts into "mountainous and forest ecological sub-urban areas", overcoming the limitations of "development gaps within the province" and contributing to the goal of developing Khanh Hoa province into a centrally-run city by 2030.
Meanwhile, in Ninh Thuan province (old), the application of special preferential policies, typically the electricity purchase price mechanism, has turned the locality into the capital of renewable energy, especially solar and wind power. Along with that, tax incentives such as exemption and reduction of corporate income tax, equipment import tax, and land access support policies have also contributed significantly. These policies have created a spectacular boost, turning Ninh Thuan into the place with the largest proportion of renewable energy in the country. A series of large-scale solar and wind power projects have come into operation, contributing significantly to the total national power generation capacity, contributing to ensuring energy security and reducing carbon emissions. Ninh Thuan province currently has 57 projects in operation with a total capacity of nearly 3,750MW.
The Ninh Thuan Nuclear Power Project is being restarted with a new stature and role in the national energy strategy. To promote this key project, the National Assembly has issued Resolution No. 189 stipulating 9 special mechanisms and policies, notably: Allowing the simultaneous implementation of important steps such as negotiating international cooperation, granting credit, and adjusting and approving investment policies, in order to maximize the speed of implementation; applying the form of designated bidding according to a shortened process for "turnkey" packages for the construction of the main plant, important consulting packages and technology and nuclear safety appraisal work. In particular, to ensure social security for affected people, compensation, support and resettlement policies are applied at the highest level according to regulations multiplied by 1.5 times. Regarding budget incentives for the province, the central budget will target to supplement the provincial budget with 70% of the increased revenue from the implementation of the Nuclear Power Project. The province is also allowed to re-borrow ODA capital and foreign concessional loans with high outstanding balance, and is allocated an additional 40% of regular expenditures calculated according to population norms. The province's revenue from carbon credit transactions is also entitled to 100%...
Proposal to add specific policies
At the 9th Session, the 15th National Assembly agreed to allow localities after the administrative unit merger to continue implementing the specific mechanisms and policies that the National Assembly had allowed to be implemented in accordance with the localities before the merger. Thus, the new Khanh Hoa province will continue to apply the specific policies approved by the National Assembly in Resolution No. 55 and Resolution No. 189.

However, the leaders of the Department of Finance said that, through the actual implementation process, the current incentive policies are still not attractive enough for strategic investors; some current policies are no longer specifically preferential when compared with the policies in Resolution No. 68, dated May 4, 2025 of the Politburo on private economic development. Therefore, the province will study and propose to the central government mechanisms and policies to establish Khanh Hoa Free Trade Zone to pilot breakthrough mechanisms, preferential and outstanding policies with the aim of competing to attract investment, finance, trade and high-quality services. At the same time, supplement some specific policies for the development of Van Phong Economic Zone, such as: Policy to supplement resources for infrastructure investment in Van Phong Economic Zone; preferential policies on land rent, water surface rent and tax incentives for strategic investors; specific mechanisms on investment procedures; 50% reduction in personal income tax for 10 years for experts, scientists, people with special talents, managers, highly qualified workers at home and abroad with income from salaries and wages arising from working in Van Phong Economic Zone...
Mr. Tran Quoc Nam - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation said that in recent years, Ninh Thuan and Khanh Hoa have emerged as the leading localities in the country in energy development, especially solar power and wind power. In particular, Ninh Thuan has formed a relatively complete renewable energy ecosystem, accounting for nearly 8% of the total renewable energy capacity of the country. After the National Assembly issued Resolution No. 189, the province has implemented the work of reclaiming nearly 1,300 hectares of land from more than 1,200 households at the Ninh Thuan Nuclear Power Project, determined to complete the site handover in 2025. “With the central government continuing to implement special policies and mechanisms after the merger of the two provinces, it will bring breakthrough changes to the new Khanh Hoa province, especially in the field of energy and investment attraction, contributing significantly to the goal of sustainable socio-economic development. The new Khanh Hoa province will form a national energy center, diversified from offshore wind power, solar power, LNG to nuclear power. This will be the pillar of sustainable development of Khanh Hoa province, contributing to national energy security and the country's green development strategy,” Mr. Tran Quoc Nam shared.
