The upcoming 9th Global Young Parliamentarians Conference will be hosted by Vietnam with the theme: “The Role of Youth in Promoting the Implementation of the Sustainable Development Goals through Digital Transformation and Innovation”. Sharing their views on this topic, many experts and researchers from both within and outside the country believe that it is necessary to strengthen digital skills training to enhance the role of young people in digital transformation and innovation, meeting the development requirements of businesses and the country.

The upcoming 9th Global Young Parliamentarians Conference will be hosted by Vietnam with the theme: “The Role of Youth in Promoting the Implementation of the Sustainable Development Goals through Digital Transformation and Innovation.” Delegates are expected to discuss many important issues related to digital transformation, innovation and entrepreneurship, equipping young people with digital skills, and creating conditions for them to leverage their digital technology capabilities and make positive contributions to economic development.

Specifically, the key topics of the discussions will revolve around improving institutions and policies to promote digital transformation in order to enhance opportunities for sustainable development; sharing experiences of parliaments in legislative and oversight work and the role of young parliamentarians in promoting digital transformation in the context of the Fourth Industrial Revolution; and sharing the progress achieved in digitizing parliamentary activities for sustainable development.

In addition, representatives from various parliaments will discuss improving institutions and policies to promote innovation and entrepreneurship (including youth entrepreneurship) as a driving force for inclusive and sustainable development, including the foodtech sector; sharing experiences of parliaments in legislative work, oversight, and the role of young parliamentarians in promoting innovation and entrepreneurship; exchanging and discussing the development of artificial intelligence in contributing to the achievement of the SDGs; and proposing policies and solutions to parliaments on building and improving institutions and policies to minimize risks related to artificial intelligence.

Commenting on these issues, Mr. Nguyen Nhat Quang, Director of the Institute of Science and Technology of the Vietnam Software and Information Technology Services Association (VINASA), stated that the future world will be a real-digital world, where digital technology will be integrated into all aspects of social life, labor, employment, culture, and the economy. It is the world of young people. Young people are the main driving force of digital transformation, and the achievements of digital transformation are also to serve the younger generation, the future generation. Therefore, young people are the main force in the current digital transformation effort.

According to Mr. Nguyen Nhat Quang, we are currently coordinating many measures to support young people in digital transformation and innovation, including Project No. 749 on National Digital Transformation and projects of the General Department of Vocational Education . Young people will be equipped with professional skills to live and work in the digital environment in the future.

Mr. Nguyen Nhat Quang stated that digital technology is currently experiencing explosive growth. The two main trends of the Fourth Industrial Revolution to date are digital transformation and green transformation. These two transformations are closely interrelated. This is a time of explosive innovation. New technologies are emerging daily, opening up new potentials. We have many opportunities, tools, and ideas to implement innovation, creating many concrete, novel, and practical changes. Digital transformation not only shifts the real world to the digital world but also truly creates profound changes in the destiny and fate of generations and the nation.

This expert emphasized that innovation in general, and digital transformation in particular, requires the proactive role of youth and the younger generation. A change in mindset is necessary; without a change in learning and living habits, the challenges will be immense, and there will be no opportunities in the future. However, if they proactively embrace change and are aware of the changing living and working environments, they will seize great opportunities. Therefore, the greatest support from all levels, sectors, and the older generation to the younger generation is support in raising awareness.

Sharing his views on this issue, Mr. Ngan Cheng Hwa, an expert in technology vocational training, stated that according to several studies, over 70% of the world's youth are actually using digital devices and the internet daily. This learning method offers advantages for young people. However, teachers and trainers need to create more opportunities for young people to use their existing but underutilized digital skills. The expert believes that teachers need to plan their lessons to incorporate encouragement for young people to use digital skills in their learning so they can better grasp the material.

Ms. Park Mihyung, Head of the International Organization for Migration (IOM) Delegation in Vietnam, stated that young people are facing a very challenging environment. Many changes are taking place globally, particularly the digital transformation and the COVID-19 pandemic, which have accelerated these transformations. Automation and digital transformation are happening rapidly not only in Vietnam but also globally, in many businesses and across various industries. This means that the types of jobs young people can find and access are changing. Therefore, young people need to be highly adaptable and resilient. They must constantly learn and acquire new skills. Skill enhancement is not just about going to school, completing courses, and graduating; young people need to continuously learn, and this must become an attitude towards life. This is the only way for young people to survive in a rapidly changing world.

Discussing this issue, Dr. Truong Anh Dung, Director General of the General Department of Vocational Education, said that in recent times, the General Department has carried out many practical activities aimed at improving digital skills for the workforce and achieved remarkable results. The online learning platform "Digital Citizen" (congdanso.edu.vn) and the guidance materials on digital transformation in vocational education are scientifically and meticulously designed products that have initially proven effective, helping nearly 40,000 people to learn and receive certificates, and helping hundreds of vocational education institutions access guidance materials, thereby developing specific plans for digital transformation within their institutions.

According to the Director General of the General Department of Vocational Education, many businesses have organized training and learning sessions for their employees on the congdanso.edu.vn platform. This platform not only provides digital skills, but also offers opportunities for workers, students, and trainees to learn soft skills, job application skills, and entrepreneurship skills. These are essential skills that enable workers and students to enter the labor market, equipping them with the basic knowledge and skills to secure well-paying jobs in the future.

Representatives from the General Department of Vocational Education stated that high-quality labor, in addition to possessing excellent professional knowledge and skills, must also be able to work in a rapidly changing, technologically advanced environment that demands high standards. Under the impact of the Fourth Industrial Revolution, the workplace utilizes numerous digital platforms, knowledge, and skills that workers need to adapt to. Equipping workers with digital knowledge and skills is crucial in the current context, especially for those seeking employment opportunities in businesses and fields that utilize advanced science, technology, and engineering to increase productivity. Digital skills are particularly important and a prerequisite for workers to participate in such high-quality work environments.

By equipping themselves with digital skills, workers not only acquire these skills but also become flexible and proactive in acquiring new knowledge and skills through learning platforms.

According to representatives from the General Department of Vocational Education, young people are the future workforce, those who will make significant contributions to their own development, their families, and society. Equipping them with knowledge and skills to study better and have better job opportunities will help them contribute to the development of the organizations they will work for in the future. The role of young people in digital transformation is crucial. Young people are also quick to adapt to technological changes, so equipping them with digital knowledge and skills is essential to create a future workforce that is adaptable, highly productive, and contributes to the economic and social development of the country.

Regarding digital transformation in vocational education, the Prime Minister has issued a Decision on the overall digital transformation program in vocational education until 2030 with a vision to 2045. Many aspects of digital transformation have been outlined, and the General Department of Vocational Education is currently concretizing programs and projects to implement this in the coming period.

The Director General of the General Department of Vocational Education stated that there are two main approaches to implementing this program. Firstly, it involves implementing digital transformation programs within the vocational education system, starting with institutional reforms, developing a digital competency framework for teachers, students, and educational institutions; modernizing the technological infrastructure of vocational education institutions; and designing training programs and content that meet the requirements of future digital transformation. Secondly, it involves immediately concretizing the development of online learning platforms so that workers and students who need to learn and improve their digital skills can study anywhere, anytime, and receive certificates without having to attend school as before.

Analyzing the causes of the shortage of skilled labor in the digital transformation, the Director General of the General Department of Vocational Education stated that the preparation of digital skills for students before entering the labor market is still ineffective. Equipping students with these skills needs to be done not only in vocational education, but also in primary, lower secondary, and upper secondary education through promoting STEM subjects, technology, and mathematics, and transforming the teaching of information technology subjects so that students can access digital technology and adapt to digital skills.

Furthermore, it is essential to promote digital skills education in training institutions that supply human resources, and in universities. This is crucial. For workers already employed in businesses, it is necessary to promptly equip them with digital knowledge and skills through learning, on-the-job training, and online platforms such as congdanso.edu.vn, so that they are equipped with the necessary digital skills in a timely manner. If these solutions are implemented comprehensively, we will have a workforce with the appropriate digital skills to meet the development requirements of businesses and the country.
