Currently, many essential construction materials such as fill soil, sand, stone, gravel, cement, steel, etc., are experiencing localized price increases in some areas across the country, including Quang Ninh . The main reasons stem from fluctuations in fuel prices, transportation costs, and limited supply of naturally extracted materials due to tightened mineral exploitation management. At the same time, the demand for construction materials in the province is high as a series of key projects are being implemented.
The unreasonable increase in construction material prices not only leads to a higher total investment cost for projects and works, but also has a ripple effect on the progress of implementation, disbursement of public investment capital, and creates difficulties in bidding and selecting contractors to carry out projects.
According to reports from most investors in the province, many construction packages for key projects are currently facing significant difficulties in accessing and signing contracts for the purchase of construction materials due to excessively high prices. For example, at the riverside road project connecting the Ha Long - Hai Phong expressway to Dong Trieu, the section from Provincial Road 338 to Dong Trieu (phase 1), due to the project's location in a swampy area, a large amount of leveling materials and other essential construction materials are required. However, many construction materials used in the project have increased significantly compared to 2024. For instance, the unit price for embankment sand, quoted by suppliers in 2024 at 250,000 VND/ m³ , has now increased to 650,000 VND/ m³ . Construction sand increased from 320,000 VND/ m³ to 720,000 VND/ m³ ; concrete sand increased from 600,000 VND/ m³ to 1.2 million VND/ m³ ; crushed stone aggregate (type 1) increased from 270,000 VND/ m³ to 470,000 VND/ m³ … All prices mentioned above do not include VAT.
Mr. Pham Phuc Quang, Deputy Director of the Provincial Project Management Board for Investment and Construction of Transportation and Rural Infrastructure Projects, said: "Given this situation, the unit has recently compiled and reported to the Department of Construction to advise the competent authorities on measures to direct and resolve the issues promptly, thereby creating favorable conditions for contractors to accelerate the construction progress of the project's components."
With rising material prices, many construction contractors are currently struggling due to insufficient capital, as the volume of work completed is insufficient to settle payments with investors. This has led to many projects in the province being delayed, thereby reducing the disbursement rate of public investment capital and affecting the province's economic growth.
Based on the practical experience in Quang Ninh as well as in many localities nationwide, on June 10, 2025, the Prime Minister issued Official Dispatch No. 85/CD-TTg on strengthening measures to manage and stabilize construction material prices. The Prime Minister directed the Ministry of Public Security to investigate and strictly handle organizations and individuals engaging in market manipulation, speculation for profit in the production and business of construction materials, and acts of protection rackets.
The Prime Minister also requested ministries, sectors, and localities to urgently implement solutions to control the prices of construction materials, including instructing the Chairmen of the People's Committees of provinces and cities to urgently review, assess, and summarize the demand for construction materials in their areas; plan and identify mines, expedite the licensing process, and control the declaration and listing of prices according to regulations, ensuring transparency and preventing speculation and price manipulation.
Following the Prime Minister's directive, Quang Ninh province has also instructed its departments, agencies, and localities to focus on reviewing and understanding the causes of rising construction material prices, and proposing tasks and solutions to alleviate the market tension. A series of synchronized solutions will be implemented by Quang Ninh province in the near future, including strengthening the management of construction material price declarations and listings; requiring businesses to strictly declare and publish monthly selling prices, and resolutely handling cases of exploiting the situation to unreasonably inflate prices; reviewing, updating, and publicly disclosing the construction material price index; publishing material prices periodically to closely reflect actual developments; and adjusting basic construction unit prices to reflect reality and limit cost overruns.
Specifically, the province will tighten the management and exploitation of mineral resources for construction materials; strengthen inspections of mineral exploitation activities, strictly handle illegal exploitation and hoarding; effectively control transportation costs and supply; encourage optimal transportation and stockpiling of some strategic materials to stabilize prices when fluctuations occur; strengthen inter-agency inspections and checks, detect and handle early acts of speculation, price gouging, and profiteering. Priority will be given to auctioning material mines that conform to planning; encourage enterprises to deep process and reuse industrial waste as construction materials; and promote the use of environmentally friendly alternative materials.
By implementing a synchronized set of solutions, Quang Ninh is determined to maintain stability in the construction materials market to serve socio-economic development, and achieve the growth targets for 2025 and subsequent years.
