Accelerate progress towards the finish line of key projects.

Currently, the Long An Provincial Investment and Construction Project Management Board (BQLDA ĐTXD) is requiring contractors of key projects to proactively arrange equipment, machinery, and personnel to ensure construction proceeds according to contract schedules, accelerate completion, and put projects into operation as planned, thereby creating momentum for the province's socio-economic development.

According to information from the Provincial Investment and Construction Project Management Board, the Provincial Party Congress for the 2020-2025 term identified three key projects: completing the Tan An City Ring Road , the Provincial Road (DT) 830E project, and the DT827E project.

To date, the Tan An City Ring Road has been completed and put into use, effectively serving the needs of travel and goods transportation, and playing an important role in urban infrastructure development, traffic connectivity, and socio-economic development of Tan An City and neighboring districts.

In addition, the province is also focusing on completing major, key projects such as DT823D - the new Northwest arterial road connecting Long An and Ho Chi Minh City, and the Ho Chi Minh City Ring Road 3 project section passing through the province.

After a period of construction, these projects are now progressing according to schedule. In particular, the DT823D project has also undergone technical testing and is focusing on completing remaining items to put it into operation by the end of this year.

The Provincial Road 823D project is basically complete and aims to be put into use by the end of this year.

According to the Director of the Provincial Investment and Construction Project Management Board, Nguyen Van Hung, the DT823D project commenced in late December 2021 with a total investment of 1,106 billion VND. The project is 14.27 km long, starting at the border between Long An province and Ho Chi Minh City, and ending at the Hau Nghia roundabout, intersecting with National Highway N2, DT825, Ho Chi Minh City Ring Road 4, and Ho Chi Minh Highway.

During the project implementation, contractors encountered numerous difficulties due to land acquisition issues, unfavorable construction conditions, difficulties in transporting construction materials, and a shortage of sand for leveling.

However, under the direction of the Provincial People's Committee, with the active support of departments, agencies, and localities, along with the responsible work ethic and high determination of the construction units, after more than 3 years, the project has basically completed the main items, with the construction output reaching 70% of the project volume.

Recently, to commemorate the 50th anniversary of the Liberation of Southern Vietnam and the reunification of the country, the Provincial People's Committee officially opened the road for technical traffic, creating conditions for contractors to continue completing the remaining items towards the inauguration and official commissioning of the project in 2025.

Regarding the key project DT830E, although there are still some land acquisition issues, the contractors have made efforts to implement the construction packages, with progress across all four packages reaching 34-56%, ensuring the project will be completed by the end of 2025.

In particular, the Ho Chi Minh City Ring Road 3 project, specifically the section passing through the province, is being implemented at a rapid pace across all three main construction packages, with the total project value reaching approximately 63%, ensuring adherence to the plan and the milestones required by the Government . This is also a project the province is striving to open for technical traffic on September 2nd, coinciding with the 80th anniversary of the founding of the nation.

Accelerating the completion of key infrastructure projects.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Van Ut, inspected the progress of the Ho Chi Minh City Ring Road 3 project, the section passing through Long An province.

Recently, at the Ho Chi Minh City Ring Road 3 project section passing through the province, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Van Ut, along with a delegation from the Provincial People's Committee, directly surveyed and inspected the progress of the contract packages.

During the inspection, he requested that departments, agencies, and localities coordinate their work to ensure that the Ho Chi Minh City Ring Road 3 project, the section passing through the province, is technically opened to traffic on September 2nd, coinciding with the 80th anniversary of the founding of the nation, and that all items are completed and the project is put into use by October 30th. Given the deadline, the construction units in all three packages are working diligently.

“With the requirement for technical traffic opening on September 2nd, the Project Management Board for Package XL1 has developed a specific construction plan, requiring contractors to focus on mobilizing manpower and machinery to accelerate the construction progress of the package. Specifically, the contractors have mobilized nearly 70 vehicles and machinery, along with more than 20 technical engineers and over 70 workers, working three shifts a day to complete the expressway section. We have also instructed the three main contractors and one subcontractor to speed up construction, working without days off. With the current progress, we commit to completing the crushed stone base layer in July and the asphalt paving in August,” said Ha Van Hung, Director of the Project Management Board for Package XL1 of the Ho Chi Minh City Ring Road 3.

Along with package XL1, the other two main packages of the project, packages XL2 and XL3, are also being focused on by the contractors to complete the items in order to ensure the entire project is open to traffic by September 2nd.

While the construction progress of the Ho Chi Minh City Ring Road 3 project, specifically the section passing through the province, has been relatively smooth, the two projects DT823D and DT830E are currently facing common obstacles due to limited supply of construction stone, affecting the contractors' construction progress.

According to Mr. Nguyen Van Hung, previously, the Tam Phuoc - Phuoc Tan mining cluster, including Tan Cang 1 and Tan Cang 7 mines, served the project's construction under contract. However, the Dong Nai province is now assigned by the Government to coordinate the supply of materials from these mines for key transportation projects such as Long Thanh International Airport and the Bien Hoa - Vung Tau expressway, so they cannot supply the province's projects. At the same time, contractors are also facing many difficulties in accessing the mining clusters and quarries to find alternative material sources that meet the project's standards for construction.

However, with the need to complete key projects as soon as possible, the Provincial Investment and Construction Project Management Board is proactively working with the Departments of Agriculture and Environment of Dong Nai and Binh Duong provinces to support the allocation and create conditions for contractors to access sufficient quantities and quality of construction stone materials for key transportation projects in the province.

“Currently, the Board also requires contractors of key projects to proactively arrange vehicles, machinery, and personnel to carry out construction according to the contract schedule at locations and sections where the land is available and suitable for construction, accelerating the completion and commissioning of projects according to plan, creating momentum for the province's socio-economic development,” Mr. Nguyen Van Hung said.

The key project, Provincial Road 830E, is currently under intensive construction.

Over 4.7 trillion VND will be spent on constructing 3 bridges on Provincial Road 827E.

Regarding the key project DT827E, at the 24th session of the 10th Provincial People's Council, the investment plan for the project of 3 bridges on DT827E was approved with a total capital of over 4,700 billion VND.

Three bridges have been constructed on National Highway 827E, including bridges crossing the Can Giuoc River, the Vam Co Dong River, and the Vam Co Tay River.

The Can Giuoc Bridge includes a bridge section approximately 568m long and an approach road approximately 1,482m long; the bridge section is designed with reinforced concrete and prestressed reinforced concrete; the main span is a 90m long steel arch with an HL93 load capacity.

The Vam Co Dong Bridge is designed with reinforced concrete and prestressed reinforced concrete structures; the main span is cable-stayed, with a design load of HL93 and a bridge length of approximately 1,356m.

The Vam Co Tay bridge is designed using reinforced concrete and prestressed reinforced concrete; the main span is of the Extradosed type, with an HL93 load and a bridge length of approximately 1,412m.

The construction of three bridges on Provincial Road 827E contributes to the gradual completion of the DT827E route, forming a continuous road from Ho Chi Minh City through Long An to Tien Giang, thereby meeting the conditions to propose to the Ministry of Construction to consider upgrading it to National Highway 50B according to the approved plan.

When completed, the road will contribute to strengthening transportation connections between the provinces of the Mekong Delta region and Ho Chi Minh City, reducing traffic pressure on National Highway 1, National Highway N2 and National Highway 50, expanding development space along both sides of the road, and promoting socio-economic development of the province.
