Growth in land use revenue

According to projections, revenue from land use fees in 2026 for the city will increase by more than 37% compared to 2025. Relevant departments and units are planning and implementing solutions to achieve this revenue growth target.

The total amount of money from the land auction is approximately 10,000 billion VND.

Of the total land use fee revenue of the city in 2025 (over VND 5,384 billion, an increase of 125% compared to 2024), revenue from land auctions conducted by the Da Nang City Land Fund Development Center is over VND 2,152 billion, accounting for nearly 40% of the total revenue and exceeding the target by VND 152 billion.

To contribute to achieving the city's land use fee revenue target for 2026 (7,400 billion VND), the Da Nang City Land Fund Development Center has planned to organize auctions of public land with the goal of collecting over 3,000 billion VND for the city's budget, accounting for more than 40.5% of the projected land use fee. Simultaneously, it aims to increase short-term leasing of public land by selecting organizations and individuals who submit the highest land lease offers.

According to Huynh Tan Quang, Deputy Director of the Da Nang City Land Development Center, building on the success of land use rights auctions in 2025, the unit has a more systematic plan for 2026. The unit plans to auction and lease large land plots and subdivided land parcels, with an estimated total land use fee of approximately 10,000 billion VND (based on the starting price) to be collected through auctions.

The Da Nang City Land Development Center has reported to the City People's Committee for consideration of a list of 15 land plots for auction in 2026 to attract investment in socio-economic development projects, especially large-scale projects such as: Hoa Phuoc wholesale market (Hoa Xuan ward), the complex of facilities serving the Da Nang International Fireworks Festival (Ngu Hanh Son ward), the Creative Space project in Hoa Xuan ward; the commercial and service complex in land plot A1-1 with frontage on Vo Van Kiet street and A1-2-1 with frontage on Pham Van Dong street (An Hai ward)...

In addition, the auction list includes 20 more land plots to attract investment in large-scale projects, especially plots A2-1, A2-1B, A2-2B, A2-3A, A2-3B in the urban area south of Tran Thi Ly Bridge (Ngu Hanh Son ward); plots A1-1, A1-2 in the commercial and service area project southeast of the Pham Van Dong - Ngo Quyen intersection (An Hai ward); and large land plots in Hoa Xuan ward… The total land use fee for the 35 plots mentioned above is estimated at approximately 9,626 billion VND based on the starting price.

In addition, the center will also auction 81 subdivided residential land plots in 2026 with a total expected land use fee of approximately 378 billion VND (based on the starting price). Furthermore, the unit has reported to the City People's Committee for consideration the list and plan for auctioning subdivided residential land plots in the city from 2026 to 2030 with a total of 645 land plots, of which 199 land plots will be auctioned in 2026 with a total land use fee of approximately 874 billion VND (based on the starting price).

Continue to resolve land-related issues.

In 2026, the Da Nang City Land Development Center planned to auction large land plots to attract investment in socio-economic development projects with a total starting price of over 9,000 billion VND. Simultaneously, they planned to auction the land use rights for approximately 200 subdivided residential plots.

"With such a large total amount of land use fees offered for auction, we will achieve our target of collecting over 3,000 billion VND from land auctions for the city's budget. In addition, depending on the requirements of the City People's Committee, we will continue to put more land plots and areas up for auction to meet the needs of investors and the requirements of socio-economic development and city budget revenue in 2026," shared Huynh Tan Quang, Deputy Director of the Da Nang City Land Fund Development Center.

According to the Department of Agriculture and Environment, after more than a year of implementing Plan No. 232-KH/TU dated September 5, 2024, of the City Party Committee on implementing Conclusion No. 77-KL/TW of the Politburo on reviewing and handling projects and land related to inspection conclusions, audits, and court judgments, not only have many projects and land facing difficulties and obstacles been resolved, unlocking resources to serve socio-economic development, but it has also contributed land use fee revenue to the city's budget.

Mr. Le Van An, Deputy Head of the Land Management Department (Department of Agriculture and Environment), said that in implementing the policy of removing difficulties and obstacles for land projects according to Conclusion No. 77-KL/TW of the Politburo and Resolution No. 170/2024/QH15 of the National Assembly, the city has resolved issues for 1,954 projects and land-related facilities, reaching 96.02%; collecting over 1,186 billion VND for the city budget, reaching 63.52% of the land use fees to be collected according to the inspection conclusion. The city will continue to reassess land prices for the remaining cases to recover financial obligations to the budget. At the same time, it will continue to finalize the conditions for organizing land use right auctions according to the plan to resolve obstacles for the Chi Lang Stadium project (Hai Chau ward), the residential land area on Ngo Quyen street (An Hai ward)...

“The Department of Agriculture and Environment will submit to the City People's Committee a plan to address difficulties and obstacles for 215 projects and land plots that have been reported to the Government for approval to apply similar solutions as in Conclusion No. 77-KL/TW and Resolution No. 170/2024/QH15. Along with that, we will continue to review and report to the competent authorities to resolve similar legal issues for projects and land plots, especially those in the former Quang Nam province, in order to help unlock investment resources, generate land use fee revenue for the city budget, and promote socio-economic development,” said Mr. Le Van An.
