Looking back at the past term, the 8th Hue City People's Council played a crucial role in promptly institutionalizing the Party's guidelines and the State's laws, creating a legal framework for socio -economic development and urban management. With 40 sessions and nearly 800 resolutions issued, including many normative legal resolutions, the People's Council contributed to concretizing major orientations on green growth, urban development, infrastructure investment, and social welfare – core contents that the 17th Hue City Party Congress continued to inherit and elevate.

In particular, the People's Council proactively organized 29 specialized sessions, demonstrating flexible management thinking, in line with the requirements of "Building an honest, modern, streamlined government that operates efficiently, effectively, and effectively" as defined in Resolution XVII of the City Party Congress.

One of the key pillars in implementing the Party's resolutions is the oversight activities of elected bodies. During its term, the Hue City People's Council conducted 40 thematic oversight and survey activities, focusing on key areas such as public investment, planning, capital disbursement, implementation of national target programs, urban management, and social security.

The question-and-answer sessions at the meetings are becoming increasingly substantive, focusing on the right issues of concern to voters, contributing to enhancing the accountability of state administrative agencies. This is an important prerequisite for fulfilling the requirements of the 17th City Party Congress on improving the efficiency and effectiveness of the People's Councils and People's Committees at all levels, building a government that is close to the people, responsive to their needs, and conducive to development.

High expectations for the new term.

The Resolution of the 17th Congress of the Hue City Party Committee emphasized promoting socialist democracy and the people's right to self-governance. During the past term, the Hue City People's Council clearly demonstrated this spirit through its activities of engaging with constituents, receiving citizens, and handling complaints and denunciations. Over 130 citizen reception sessions and hundreds of petitions received, monitored, and expedited for resolution not only contributed to stabilizing the situation at the grassroots level and fostering social consensus but also strengthened the people's trust in the local government.

The City People's Council truly serves as a bridge between the Party, the State, and the People, fostering social consensus and acting as a key factor in successfully achieving the development goals set forth by the 17th City Party Congress.

Based on the practical experience of the 2021-2026 term, it can be affirmed that the Hue City People's Council has successfully fulfilled its role as a local state power organ, representing the will and aspirations of the people; and has accumulated many important experiences in organizing activities, making decisions on important local issues, and conducting supervision. These results serve as a foundation for the People's Council to enter the 2026-2031 term with higher demands and closer alignment with the implementation of the Resolution of the 17th Hue City Party Congress.

In this new phase of development, the City People's Council is expected to continue improving the quality of its resolutions, enhancing the effectiveness of its oversight activities, and working alongside the City People's Committee and the entire political system to realize the aspiration of building Hue into a green, smart, and distinctive city, worthy of being a major center of the region and the country.
