Mr. Le Tri Thuc, technical officer of ACC Investment and Construction Company Limited - the project's infrastructure contractor, said: The company is mobilizing all means, machinery, and human resources to hand over the infrastructure to the investor before June 30, 2024. According to Mr. Thuc, for the contractor to complete the project on schedule, the decisive factor is the site clearance stage. This stage is done very well by the locality.

Chairman of Xuan Minh Commune People's Committee Vo Van Quang said: The Xuan Minh New Residential Area Project is one of the projects that initially encountered many difficulties in land acquisition and site clearance. Because, when implementing the project, many households did not understand the regulations between the State's land acquisition and the enterprise's agreement to acquire land, so they questioned and compared the compensation price, which people considered low and disadvantageous.

In 2023, based on the objectives and tasks in Plan No. 91/KH-UBND dated April 14, 2023 of Tho Xuan District People's Committee on implementing the 60-day and night peak period of site clearance for a number of key projects in the district (implementation period from April 20, 2023 to June 20, 2023). With the determination to complete the site clearance work for this project, Xuan Minh Commune People's Committee has established a steering committee and a working group to coordinate with the district to review and grasp the difficulties to have a reasonable propaganda and mobilization plan.

According to Mr. Quang, within 60 days and nights, the commune steering committee coordinated with the district, discussed and used many propaganda methods, in which the motto was "mobilizing whichever target, that which form". Propaganda started from party member households, households with children working in state agencies, then to households.

“The successful efforts in site clearance work for the Xuan Minh Commune New Residential Area Project are the premise for the locality to draw experience in site clearance work for future projects. For example, in 2024, the commune carried out site clearance for the Dong Luy New Residential Area Project. Applying the experience in previous site clearance work, after only 15 days of implementation, 27/28 households agreed to receive compensation support money. The commune is contacting 1 household who has gone to work far away,” said Mr. Quang.

According to statistics of Tho Xuan District People's Committee, the peak period of 60 days and nights of implementing land acquisition and compensation for projects using land in Tho Xuan District with a total of 6 projects implementing land acquisition and compensation, an area of 57.91 hectares and 736 affected households. Up to now, the district has paid 680/736 households, with an area of 51.94 hectares/57.91 hectares, reaching 91.4%; the compensation payment for land acquisition and compensation is 63,973,436,500 VND.

The peak period of 45 days and nights of land acquisition for investment projects using land in the district, from March 15 to April 30, will be land acquisition for 10 projects, the total area requiring land acquisition is 85.37 hectares, 784 households are affected, the total estimated cost is about 92.8 billion VND. Up to now, land acquisition steps have been implemented for 10/10 projects, of which 88.62 hectares have been measured and inventoried, reaching 103.8% of the plan. The district has completed the identification of 88.3 hectares of land origin, reaching 103.43% of the plan. The compensation plan for 81.2 hectares has been made public, reaching 95.49% of the plan. Funding has been paid for 34.24 hectares, reaching 40.11% (628/784 affected households were paid), with a total cost of 29.16 billion VND...
