Visiting the Xuân Minh New Residential Area Project, which is nearing completion, we witnessed firsthand groups of workers busily completing the final stages such as paving sidewalks and laying road surfaces.

Mr. Le Tri Thuc, the technical officer in charge of ACC Investment and Construction Co., Ltd. - the contractor for the project's infrastructure, said: The company is mobilizing all available resources, machinery, and personnel to hand over the infrastructure to the investor before June 30, 2024. According to Mr. Thuc, the decisive factor for the contractor to complete the project on schedule is land clearance. This aspect has been handled very well by the local authorities.

According to Vo Van Quang, Chairman of the People's Committee of Xuan Minh Commune: The Xuan Minh New Residential Area project was one of the projects that initially faced many difficulties in land clearance. This was because, during the project's implementation, many households did not understand the regulations regarding land acquisition by the State and land acquisition agreements with businesses. They questioned and compared the compensation rates, considering them low and unfair.

In 2023, based on the objectives and tasks outlined in Plan No. 91/KH-UBND dated April 14, 2023, of the Tho Xuan District People's Committee regarding the 60-day intensive land clearance campaign for several key projects in the district (implementation period from April 20, 2023, to June 20, 2023), and with the determination to complete the land clearance for this project, the Xuan Minh Commune People's Committee established a steering committee and a working group to coordinate with the district in reviewing and identifying obstacles in order to develop appropriate communication and mobilization plans.

According to Mr. Quang, within 60 days and nights, the commune's steering committee coordinated with the district, discussed and used various propaganda methods, consistently adhering to the principle of "the method used should match the target audience." The propaganda started with Party member households, households with children working in State agencies, and then extended to other households.

“The successful efforts in land clearance for the Xuan Minh New Residential Area Project serve as a foundation for the locality to learn from in future land clearance projects. For example, in 2024, the commune carried out land clearance for the Dong Luy New Residential Area Project. Applying the experience from previous land clearance work, after only 15 days of implementation, 27 out of 28 households agreed to receive compensation. One household is working far away, and the commune is currently contacting them,” Mr. Quang said.

Continuing achievements

According to statistics from the Thọ Xuân District People's Committee, the 60-day intensive land clearance campaign for land-use projects in Thọ Xuân district involved a total of 6 projects, covering an area of 57.91 hectares and affecting 736 households. To date, the district has paid compensation to 680 out of 736 households, covering an area of 51.94 hectares out of 57.91 hectares, achieving 91.4%; the total compensation paid for land clearance is 63,973,436,500 VND.

In a discussion with us regarding the District People's Committee's Plan No. 91/KH-UBND dated April 14, 2023, on implementing a 60-day intensive land clearance campaign for several key projects in the district, the Chairman of the Tho Xuan District People's Committee, Hoang Van Dong, stated: The above results were achieved thanks to the efforts of the entire political system from the district to the grassroots level, and the consensus of the people. This serves as a foundation for the district to continue implementing a 45-day intensive land clearance campaign in 2024.

The 45-day intensive land clearance campaign for investment projects using land in the district, from March 15th to April 30th, will focus on 10 projects with a total area of 85.37 hectares, affecting 784 households. The total estimated cost is approximately 92.8 billion VND. To date, land acquisition has been implemented for all 10 projects, with 88.62 hectares surveyed and inventoried, achieving 103.8% of the plan. The district has completed the identification of land ownership for 88.3 hectares, reaching 103.43% of the plan. Compensation plans for 81.2 hectares have been publicly disclosed, achieving 95.49% of the plan. Compensation has been disbursed for 34.24 hectares, reaching 40.11% (compensation paid to 628 out of 784 affected households), with a total cost of 29.16 billion VND...
