On the morning of December 19th, in Hanoi, the Central Propaganda and Mass Mobilization Department held a national conference to summarize the work of propaganda and mass mobilization in 2025 and to implement tasks for 2026. General Secretary To Lam attended and directed the conference.

The conference was held in a hybrid format, combining in-person and online participation, connecting to 35 provincial and city Party committees (Tay Ninh had two locations), and 3,280 locations in communes, wards, and special zones nationwide, with over 74,800 delegates in attendance. Attending the conference at the Tuyen Quang provincial location were representatives from the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Fatherland Front Committee, political and social organizations; leaders of several provincial departments and agencies; members of the Provincial Party Committee's Steering Committee for External Information Work; and provincial-level speakers and social opinion collaborators.

The year 2025 marks a significant turning point for propaganda and mass mobilization work as the Propaganda Department and the Mass Mobilization Department merge at all levels and begin operations. Following the merger, the entire sector has focused on streamlining the organizational structure while simultaneously implementing its work. To date, the organizational restructuring is largely complete, and activities are synchronized and stable, carried out proactively and decisively, successfully fulfilling assigned tasks.

The work of advising on Party building in terms of politics, ethics, perfecting socialist democracy, and maintaining close relations between the Party and the people has been renewed and deepened. The sector has done a good job advising the Politburo , the Secretariat, Party committees at all levels, and has directly and successfully organized many major conferences and events, creating a significant impact and widespread influence throughout society.

Propaganda, press, publishing, and external information work have undergone a shift in thinking, methods, and social effectiveness, affirming the Party's pioneering role on the ideological and cultural front. The work of protecting the Party's ideological foundation and combating erroneous and hostile viewpoints has been implemented decisively and proactively, creating a solid "ideological shield." Cultural, artistic, and scientific and educational work continues to be reformed in a way that closely follows reality and is implemented comprehensively and synchronously. Work on mass mobilization, religion, and the promotion of grassroots democracy and socialist democracy has been strengthened, affirming its crucial role in consolidating national unity.

In 2026, the Propaganda and Mass Mobilization sector will focus on implementing several key tasks. These include continuing to raise awareness of the importance of Party building in terms of politics, ideology, and ethics; proactively and actively completing tasks serving the 14th National Congress of the Party; strengthening the fight against harmful and divisive information from hostile forces; and strengthening the protection of internal political security and state secrets.

Synchronously implement the study and learning of the documents of the 14th Party Congress; organize extensive political activities to study, research, understand, and disseminate the Resolution of the 14th Party Congress, ensuring it is properly oriented, creative, and effective. Proactively and promptly grasp, resolutely refute, and counter the false and reactionary arguments of hostile forces in society and on the internet, firmly protecting the ideological foundation of the Party.

Promote the "Skilled Mass Mobilization" emulation movement in conjunction with patriotic emulation movements and socio-economic development... Continue to improve the organizational structure and consolidate staffing to meet the requirements of tasks under the two-tiered local government system; strengthen training and development of cadres to ensure clear roles, responsibilities, and accountability.

The delegates heard a report on the digital ecosystem in the Party's propaganda and mass mobilization work. According to the report, the ecosystem is being implemented with a spirit of simultaneous learning, improvement, and refinement, ensuring synchronicity and effectiveness. It is expected that by the end of the second quarter of 2026, the entire database serving propaganda and mass mobilization work will be fully connected and exploited.

In a frank, urgent, and serious manner, the delegates at the Conference discussed and exchanged views on important issues in propaganda and mass mobilization work. They also shared experiences, best practices, and innovative approaches from localities, ministries, and sectors; highlighted difficulties and obstacles; and proposed solutions for implementing key tasks in 2026.

In his address to the conference, General Secretary To Lam acknowledged and commended the achievements of the Propaganda and Mass Mobilization sector in 2025. He emphasized that the entire sector must unify its understanding and actions, creating a solid foundation to enter 2026 with high determination, contributing to the successful implementation of national development goals in the coming period.

The General Secretary urged the Propaganda and Mass Mobilization sector to spread faith, ignite aspirations, encourage the spirit of innovation, create momentum, motivation, confidence, and social consensus to successfully implement the Party's strategic decisions. The sector needs to focus on effectively publicizing major national events; prepare for the 14th National Congress in a systematic manner, shifting strongly towards policy advice, caring for the people's lives, and spreading the patriotic emulation movement. It should continue to guide ideology, create social consensus, promote the spirit of national unity, and contribute to the successful organization of the 14th National Congress of the Party, ushering the country into a new era of development.
