At the same time, they open up more opportunities for preserving, promoting, and developing heritage values ​​in the digital age.

Virtual heritage spaces, digital libraries, and smart tourism platforms contribute to bringing culture closer to the public. At the same time, they open up more opportunities for preserving, promoting, and developing heritage values ​​in the digital age.

Key drivers of development

According to the Department of Culture, Sports and Tourism, the department has organized the dissemination and implementation of Resolution No. 57-NQ/TW and other central government documents on the development of science, technology, innovation, and digital transformation. Based on this, it has concretized these into plans and action programs for the sector, directing subordinate units to implement them synchronously and in accordance with their assigned functions and tasks.

In 2026, the department will be allocated 8.3 billion VND to implement the construction of a database for the culture, sports, and tourism sector, aiming to form a centralized data system that ensures connectivity and sharing with provincial and central information systems, effectively serving management and operational direction.

Mr. Lam Van Tuyen, Director of Nguyen Dinh Chieu Library in Vinh Long, stated that the library's digital transformation activities have been implemented synchronously, linked to the requirements of modernizing library operations, ensuring information security, and simultaneously enhancing the digital capacity of its staff. In 2025, the library's digital platform recorded 411,109 visits; over 3,000 electronic document accesses; and 17,531 pages of documents digitized. Currently, the library operates an Ebook Library with approximately 3,000 electronic documents, gradually expanding its ability to serve readers online. In addition, information technology and artificial intelligence are applied in the design, communication, and introduction of books. Digital communication activities continue to be promoted with multimedia products posted on the library's website, fanpage, Zalo OA, and YouTube channel.

In the field of cultural heritage, the department has implemented the digitization of typical historical sites, initially forming digital tourism products. Several spaces in Khmer temples have been digitized, including: Toa Sen Pagoda (Dong Thanh Ward); Ba Pho Pagoda and Ky Son Pagoda (Ngai Tu Commune); and Moi Pagoda (Tra Con Commune). These products are developed as 360-degree virtual reality tours, integrating three languages—Khmer, Vietnamese, and English—to promote culture and develop tourism on a digital platform.

In the tourism sector, digital platforms serving tourism promotion and marketing continue to operate effectively, gradually forming a smart tourism ecosystem for the province.

Mr. Ho Trung Nhan, Director of the Provincial Tourism Promotion Center, shared that the tourism portal, fanpage, and YouTube channel regularly post and update information, so information about the province's tourism is effectively and quickly conveyed to people through social media. Currently, the Vinh Long Smart Tourism Portal (https://vinhlongtourist.vn/) has over 9 million visits; with 128 businesses registered to advertise on the portal; many travel companies participate in promoting and sharing tours and travel routes; over 1,200 articles, news, and video clips have been posted; and shopping, accommodation, tourism, and entertainment points have been integrated.

At the same time, the event introduced the potential and strengths of the locality, the direction of tourism development on digital platforms, aiming to position and affirm the Vinh Long tourism brand as "A safe, friendly, and high-quality destination".

In the field of sports, the Provincial Sports Training and Competition Center has initially implemented digital transformation in training and competition management. The unit is developing a project called "Sports Training and Competition Data Management Software" to digitize all data related to athletes, coaches, training plans, competition processes, and achievements. The system is oriented towards centralized, synchronized management, capable of generating reports and statistics, and gradually applying new technologies in analyzing and evaluating training effectiveness.

Focus on promoting heritage values ​​in conjunction with tourism development.

According to Ms. Pham Thi My Hanh, Deputy Director of the Department of Culture, Sports and Tourism, the implementation of Resolution No. 57-NQ/TW at the department has initially yielded positive results, especially in the application of digital technology to the preservation and promotion of cultural heritage values, and the gradual development of a digital library to serve the people. However, during the implementation process, some difficulties remain, such as the lack of synchronized technological infrastructure, a shortage of high-quality human resources, and limited investment resources for digital transformation in the sector, particularly in the areas of heritage digitization and tourism digital transformation.

In the coming period, the Department of Culture, Sports and Tourism hopes to receive attention and funding for investment in information technology infrastructure, digital equipment, and data storage to support the synchronized application and digital transformation, especially funding for the digitization of heritage sites, expanding the digitization of artifacts for preservation, virtual exhibition, and promoting the value of heritage sites associated with tourism development; and support for building a digital library and local history database to serve local research and development.

In addition, the department hopes for the early issuance of specific guidelines on digital document copyright and mechanisms for data interoperability and sharing between libraries, museums, and related units, creating favorable conditions for the effective exploitation and development of digital resources.

Ms. Nguyen Thi Be Muoi, Vice Chairman of the Provincial People's Committee, requested relevant departments to fully review and assess the current status of national and provincial-level historical sites in the province; to research and propose a comprehensive plan for the restoration, preservation, and promotion of the value of these sites, ensuring feasibility, effectiveness, and compliance with regulations. She also requested the issuance of a plan on organizing and promoting the value of festivals in the province, promoting intangible cultural values, and linking conservation with traditional education. Furthermore, she urged continued attention to developing the grassroots sports movement and organizing activities suitable to the conditions of each locality.

Vice Chairman of the Provincial People's Committee, Nguyen Thi Be Muoi, noted that for the tourism sector, the industry should focus on effectively implementing resolutions and policies on tourism development and digital transformation; strengthening linkages between culture, tourism, education, and related sectors to create more tourism products. At the same time, research appropriate promotional methods to spread the image of Vinh Long's land and people to domestic and international tourists.
