On the afternoon of May 26th, Deputy Prime Minister Nguyen Chi Dung received Mr. Young Shub Kim, Chairman of Korea Telecom (KT) Group, who was on a working visit to Vietnam.
KT is the national telecommunications company and one of the largest conglomerates in South Korea, playing a pivotal role in the country's information and communication technology (ICT) infrastructure.
KT owns the strongest telecommunications network in South Korea, leading in the fields of 5G, broadband internet, artificial intelligence (AI), cloud computing, and data centers.
Deputy Prime Minister Nguyen Chi Dung stated that the relationship between Vietnam and South Korea is developing very well. Vietnam always values its relationship with South Korea and wishes to promote it to a new level, especially in the fields of economics , investment, trade, science and technology, and innovation.
South Korea has been and continues to be a leading investment partner of Vietnam, contributing significantly to Vietnam's socio-economic development in recent years. In particular, most major South Korean corporations have a presence in Vietnam, and it is hoped that KT – a large South Korean corporation – will establish a presence in Vietnam in the near future.
The Deputy Prime Minister noted that although KT is a large corporation with a tradition of over 100 years, it entered Vietnam very late, therefore, the way it enters Vietnam needs careful consideration. He suggested that KT adopt a different approach compared to corporations that entered earlier, which is to build a relationship with Vietnam as a strategic partner, rather than just a strategic investor—a broader and more inclusive approach.
Entering Vietnam shouldn't just be about seeking one's own benefit, but about partnering with the host country to develop and bring benefits commensurate with the cooperative relationship. This approach will surely lead to success; even if you start later, you might still finish ahead.

Affirming that the Vietnamese Government always creates favorable conditions and encourages Korean investors, including KT, to invest in large projects in Vietnam, especially in high-tech and new technology fields where Korea has strengths and Vietnam has needs, the Deputy Prime Minister mentioned that the two sides should cooperate, share, and complement each other, jointly building value chains and supply chains in the region as well as internationally.
Welcoming and supporting the proposed cooperation between KT Group and Viettel Group, the Deputy Prime Minister stated that Viettel is Vietnam's largest technology group with significant potential.
In addition to the areas of cooperation currently under discussion, the Deputy Prime Minister suggested exploring cooperation in the development of low-orbit satellites and the development of AI for socio-economic purposes, areas in which Vietnam has potential.
Sharing the aspiration to make Vietnam a powerhouse in AI and robotics technology, the Deputy Prime Minister suggested that KT Group research and find ways to cooperate and collaborate with Viettel, leveraging each other's strengths to participate in major, strategically-minded projects commensurate with the Group's capabilities and the mutual interest of both sides.
Specifically, the Deputy Prime Minister suggested that KT and Viettel jointly build a research and training center, an AI data center, and systematically train personnel for both Vietnam and South Korea on a large scale; and cooperate with the National Innovation Center (NIC) in training high-quality human resources in AI.
Thanking Deputy Prime Minister Nguyen Chi Dung for his very practical, specific, and important insights, Chairman of Korea Telecom Group Young Shub Kim stated that KT has a 140-year history of development.
Instead of focusing on manufacturing, since its establishment, KT has shifted its focus to the service and telecommunications sectors. KT currently holds the second-largest market share among telecommunications companies in South Korea and is the largest contributor to the nation and its telecommunications industry. However, the Group has not yet made any truly large-scale investments in Vietnam.
According to Young Shub Kim, the global telecommunications market is currently saturated. KT is trying to transform itself into a company specializing in both AI and information and communication technology.
AI is an indispensable industry, leading all other sectors. South Korea, as well as Vietnam and other countries around the world, must strive to keep pace with the AI technology development of the United States and China.
Keeping up with cutting-edge technology is challenging, so KT is trying to find ways to apply the world's most advanced AI technology to its businesses in South Korea.
That's why KT approached Vietnam and partnered with Viettel; hoping for long-term cooperation in both research and new business areas in the Vietnamese market, creating a "win-win" relationship for both sides.
He also hoped that the relationship between KT and Viettel would develop in a mutually supportive direction, with KT using its experience to share and learn from Viettel's experience in the Vietnamese market to develop the most practical and visible results.
