In his opening remarks at the conference, Ho Quang Huy, Director of the Department of Legal Document Inspection and Enforcement ( Ministry of Justice ), emphasized that the work of legal enforcement holds a particularly important position in the context of the Party and State having issued and implemented many strategic and pivotal policies, creating momentum and strength for accelerating national development, contributing to achieving "double-digit" economic growth targets, and mobilizing, unlocking, and quickly releasing all resources, including institutional resources.
Given the shift in thinking regarding the effectiveness of legal documents from "good in writing" to "good in practice," all levels and sectors in general, and officials and civil servants working in law enforcement/monitoring law enforcement at ministries, sectors, and localities in particular, are very interested in and eager to receive training and professional development in law enforcement, especially in the context of implementing the two-tiered local government model and reorganizing administrative units at all levels, and the requirements of continuing to innovate and improve the effectiveness of law enforcement.

Therefore, according to Mr. Ho Quang Huy, the Department of Legal Document Inspection and Enforcement, Ministry of Justice, in coordination with the EU JULE II Project, organized a pilot training conference on legal enforcement to equip and update basic, practical knowledge and skills, provide professional guidance, and offer specialized support to officials and civil servants working in legal enforcement/monitoring legal implementation.
According to Nguyen Thi Thanh Hai, Chief Advisor of the EU JULE II Project, Vietnam is entering a period of profound legal reform. Resolution No. 66 of the Politburo clearly identifies the work of drafting and implementing laws as a breakthrough in perfecting the institutional framework for national development. The resolution also particularly emphasizes the need to improve the effectiveness of law enforcement and overcome the neglect of law enforcement organization. The Law on the Promulgation of Legal Normative Documents of 2025 and Decree No. 80 on the Organization of the Implementation of Legal Normative Documents further institutionalize this spirit, setting new requirements for responsibility, procedures, and capacity for law enforcement at all levels. In the context of implementing a two-tiered local government model, the need for organizational capacity among judicial officials has never been more urgent, a point also emphasized by Mr. Ho Quang Huy.

Ms. Nguyen Thi Thanh Hai stated that, over the past period, the training materials on law enforcement with four topics have been actively and diligently incorporated by the Department's expert group to maximize the feedback received. The EU JULE program staff also held additional meetings to discuss specific technical issues, working with the Department's expert group to refine the materials to the best of their ability, incorporating expert contributions and improving the content, quality, and related aspects of the training materials.
For many years, the United Nations Development Programme (UNDP) has been a partner in and has been supporting many activities in the field of justice in Vietnam, contributing to strengthening the rule of law and improving access to justice for the people. Ms. Hai believes that there will be no truly sustainable economic growth if the law is not enforced fairly, transparently, and effectively. The EU JULE 2 program is the most concrete example of that commitment. The program not only aims to improve institutions and systems but also focuses on enhancing the practical capacity of judicial officers – a crucial human resource for realizing law enforcement.
According to her, the Training Conference is an opportunity for presenters and lecturers to directly practice implementing the content and check the suitability of each topic for different groups of learners. Therefore, the feedback from learners on the content of each topic, teaching methods, practical situations, and the structure of the materials will be very valuable information for the drafting team to further improve this set of materials. If the materials are perfected and implemented effectively, they will certainly make a practical contribution to the goal of improving the capacity for law enforcement and information dissemination as set out in Resolution 66 of the Politburo of Vietnam.
The conference lasted 1.5 days, with the main focus being presentations by speakers on four topics related to the organization and implementation of legal regulations. These training topics included: an overview of the organization and implementation of legal regulations; skills in advising on and drafting detailed regulations and guidelines for implementation, and specific measures for organizing the implementation of legal regulations; skills in inspecting, processing, reviewing, and systematizing legal regulations; and skills in policy communication and the dissemination and education of legal regulations.
The training topics were presented by experienced experts such as Dr. Nguyen Thi Kim Thoa, former Director of the Criminal and Administrative Law Department (now the Criminal and Administrative Law and Administrative Violation Management Department), Ministry of Justice - Head of the Expert Group; Dr. Chu Thi Hoa, Deputy Director of the Institute of Strategy and Legal Science, Ministry of Justice - Member of the Expert Group; Dr. Nguyen Thi Minh Phuong, Deputy Director of the Department of Document Inspection and Legal Implementation, Ministry of Justice…
The delegates attending the conference engaged in lively discussions on the content of the topics and evaluated the quality of the pilot training activities as a basis for proposing widespread training activities nationwide.
